PM keeps separatists guessing and confused

Jammu, June 9: If the Kashmiri separatists find nothing new in the statement issued by the Prime Minister in Srinagar on Monday they are not to be blamed.If these separatists want Delhi not to be ambiguous they are not at fault.It was almost for the third time that Prime Minister, Manmohan Sin-gh, said that he was willing to talk to all those who abandon violence.This very cryptic statement indicates he is referring to the terrorists.It indicates that Manmohan Singh is ready to talk to top militant leaders of the stature of Syed Salahuddin in case they opposed violence.
If it is the case why should the separatists, belonging to the camps of hardliners and the moderates,await a formal invitation for talks from the Prime Minister.When senior APHC leader, Prof.Abdul Gani Bhat,was asked to comment on Man-mohan Singh's utterance that he was ready to talk to all if they shun violence he shot back "it is directed against Syed Salahuddin." Bhat is not to be blamed when he says "well I and my colleagues in the APHC are neither terrorists nor indulge in any act of violence."He says "we are politicians and we are opposed to laying conditions for holding talks." Chairman APHC Molvi Umar Farooq does not want the Prime Minister to be ambiguous.He wants Manmohan Singh to be clear in his stand as far as the resumption of talks with the separatists are concerned. Chief of Hurriyat Conf-erence (G) Syed Ali Shah Geelani has said that there was nothing new in the Prime Minister's statement.Chief of the JKLF, Mohd.Yasin Malik, says "I am not a terrorist.I believe in nonviolence. "This indicates that separatists are willing to hold talks with Delhi.They have been showing this willingness during the last five years because after Septe-mber 2005 the dialogue between the two sides stands stalled.
It seems Delhi is trying to adopt a double policy as far as the resumption of the dialogue with the separatists is concerned.By delaying holding talks with the separatists Delhi plans to keep them guesing so that they avoid taking extreme stand on political issues. Seco-ndly, Delhi is more interested in holding talks with those who hold the gun or with those who guide violence because dialogue with them could be more result-oriented than the one held with leaders like Molvi Umar, Mohd. Yasin Mailk or Shabir Shah. In 2000 the central Gover-nment had succeeded in hiting the nail on its head when it cultivated Hizbul Mujahideen Operational Commander, Majid Dar,for talks.Whether because of mishandling by Delhi or by the state Government the talks failed which ultimately kept the cauldron of violence boiling. Delhi has felt upset over the way some separatists had started adopting tough postures on the Kashmir issue and on day to day events in the valley.Hence it has opted for a policy that could tire out the separatists.But the separatists are not in a mood to give in.Bhat says when the central Government could talk to the APHC leaders and others between 2004-2005 why then it is reluctant to resume the process of dialogue. "Does it mean we were not terrorists till 2005 but have become so now?"Bhat wants to ask this question. Well indications are that Delhi is keen to settle the bilateral problems, including that of Kashmir, with Islamabad which could prove of great help to both the nations. Delhi knows it well the it is Pakistan's moral, material and diplomatic support that the separatists continue to run their shops in Kashmir.Once Islamabad stops providing this moral and material assistance to the separatists leaders whether belonging to the APHC,Hurriyat Confer-ence(G) or other groups may lose their political shine within hours. At the same time by keeping the separatists engaged in the dialogue process the Govern-ment could keep them away from inciting peoples' resistence movement and triggering violence.
