PDS in Chohala; CAPD helpless, incompetent in supplies | | | Early Times report JAMMU, June 9: Public Distribution System (PDS), a government scheme made for providing food to the poor at reasonable rates is failed to fulfill its stated objectives of social betterment, there are sufficient examples to prove that these schemes resulted in failure, if one have a cursory glance to rural areas. One of the largest villages in R.S.Pura, Chohala with more than one thousand households mostly belonging to scheduled caste community bear testimony to this fact. There are four depots of Consumer Affairs and Public Distribution (CAPD) established for serving the villagers. Depot has to provide ration including 20 kilograms of rice and 15 kilograms of flour to Below Poverty Line (BPL), Above Poverty Line (APL) and Antodya Ann Yojna (AAY) per family. Prescribed government prices under various categories included the ration at the cost of Rs 3 per kg of rice and Rs 2 rupee per kg flour to AAY beneficiaries, Rs 5.25 per kg of flour and Rs 6.25 per kg of rice to BPL beneficiaries, and Rs 7.65 per kg of flour and Rs 9.50 per kg of rice to APL families. Most of the families in this village are landless labourers, even without proper houses to live in. Locals alleged that they were totally dependent on the government ration but the depot owners were not providing ration properly. The locals who were receiving the ration stated that the dealers always charges rupees two to three per kilogram to each ration card holders. They also alleged that depots holders are minting money to the tune of lakhs of rupees and their businesses were spreading fast, while on the other hand poor people were living under extreme poverty. The locals also said that many influential people were entertained by the depot owners and provided ration meant for the poor. They also said that the depot owners were minimizing 1 kg ration per ration card. Prem Lal, an elder of the village demanded that the licenses of these erring depot owners should be cancelled and given to the needy people instead of rich and the corrupt people. He also stated that the names of beneficiaries under different categories should be displayed at the depots and also at the concerned Panchayat offices. When contacted, Minister for CAPD and Transport Qamar Ali Akhoon said that he would personally visit the concerned area to take stock of the situation besides giving directions to the local officials of the department. He also stated that he would see to it that no poor person should be deprived of the due share provided by the state government.
