Purchase of fire extinguishers scandalous | | | Early Times Report JAMMU, June 11: One-man internal inquiry conducted in the purchase of fire extinguishers has found serious irregularities in the deal. The alleged scam has shaken the Education Department as the purchases were made for Jammu district schools. According to reliable sources, internal probe conducted into the said allegations by the Joint Director, Vinay Mohan Raina unearthed the scam. The facts discovered through the inquiry were even more scandalous than what had been alleged. Sources added that the department was trying hard to cover up the scan and adopt delaying tactics to avoid action against the guilty. The inquiry report has so far renamed only a preliminary one, and hence two more officers of the rank of Joint Director have been included in the inquiry committee enabling it to conduct intensive probe into the alleged scam. Mr Raina who had been asked to conduct internal enquiry submitted his report to Secretary Education, G. A. Peer on May 31. It is believed the report categorically stated that there was a big scam in the purchase of fire extinguishers by the schools of Jammu district. It will be reminded that on May 29 the Directorate of School Education, Jammu, issued a press release with much publicity about ordering enquiry into allegations in purchase of fire extinguishers but kept mum on the outcome of the probe. All the top officials of the department have maintained absolute silence on the whole issue and refused to comment on the outcome of the internal inquiry report. Knowledgeable sources disclosed that teachers remaining attached to the office of Chief Education Officer (CEO) and the concerned Zonal Education Officers (ZEOs) have played a major role in this scandal. Naming some of the implicated officials, the report is said to have pointed finger towards the slackness and negligence of Chief Education Officer (CEO) Natha Ram Digra in particular who was primarily to deal with the purchase of fire extinguishers. The report has established that the dealer had dumped a number of fire extinguishers in the offices of ZEOs for onward distribution to different schools falling in respective zones. Even receipts of delivery were issued by the clerks at ZEO office. Sources disclosed that Mr Raina, who had been assigned the duty of conducting inquiry, met with the Minister for Education, Peerzada Mohammad Saeed personally and apprised him of the scandal. The minister assured of stringent action against defaulters.. This correspondent had been tenaciously pursuing the corruption case which forced the Department order internal probe. National Secular Forum (NSF), too, had scratched the case and raised some serious doubts. Some of the indicted persons are trying to influence this correspondent and NSF president Vikas Sharma to stop pursuing the case. With all said and done it is a mystery why the report submitted by Vinay Mohan Raina was termed as preliminary and how he got promoted over night to the position of SSA State Project Director. It is also amusing to note that the Education Minister is silent over the matter and Director School Education, Jammu is in darkness while the Secretary Education is maneuvering to stall the matter.
