Congress, NC yet to decide if civic elections are to be contested jointly

JAMMU, June 11: The National Conference and the Congress, that share power in Jammu and Kashmir, have not yet decided whether to contest the ensuing local bodies election jointly or separately. Party sources said that the issue will be discussed next month as the schedule for the civic elections is expected to be announced in late July or beginning of August.
A section of the Congress leaders and those belonging to the National Conference favour that the upcoming civic elections should be contested separately by the two ruling coalition partners. They believe that doing so will have no impact on the functioning and on the survival of the coalition Government there was no harm in experimenting with it as it could help both the National Conference and the Congress to win more seats.
Congress sources said that since the equation between the National Conference and the Congress had further improved following decision of the PCC Chief, Prof. Saif-ud-Din Soz and Chief Minister, Omar Abdullah, to maintain cordial relations in the interest of the strength and survival of the coalition Government.
Reports said that Soz has been able to act as a trouble shooter whenever the relations between the Congress and the National Conference suffered strain.
Party sources said that the reason for perfect understanding between the Chief Minister and the PCC Chief is the latest decision of the Congress high command to allow Soz to continue of another two to three years. He has been told to further revitalise the Congress in Jammu and Kashmir and Soz has been given the credit for enrolling over five lakh members in the party during the recently concluded membership drive.
Sources said that Soz has decided to carry a team of congress ministers with him while organising public rallies, party conferences and the mass contact programme. This programme has been started in the Kashmir valley. And the senior functionaries of the congress in Delhi have appreciated Soz for having organised public meetings in very sensitive areas of the valley and one such meeting was held in Tral, after a gap of 20 years, on Thursday.
The Minister for Revenue and Relief, Raman Bhalla, said that the mass contact programmes would be organised in several other district and tehsil headquarters in the Kashmir valley first and after that the region of Jammu was to be covered. Bhalla said that "we want to make the Congress ready to contest not only the civic but the Panchayat elections too."
A senior Congress functionary said that the Chief Minister was being persuaded by the Congress high command to complete the civic election process between end of August and beginning of September so that the Panchayat elections could be held between end of September and beginning of November. He said the Chief Minister himself was eager to get these two elections completed so that the elected members could be involved in the development of villages, towns and the cities.
