Centre to compensate for losses in J&K | Anti-militancy operations | | EARLY TIMES REPORT NEW DELHI, June 11: Centre has now decided to foot the bill for collateral damages caused to immovable or movable property in operations undertaken by Central paramilitary forces and Army to fight militants in the troubled border State of Jammu and Kashmir. Union Ministry of Home Affairs has announced a new Scheme for assistance towards damaged immoveable and movable property during action by Central civilian armed police force and Army in the State. The scheme is going to be deemed to be effective from June 3. This provides for compensation of up to Rs 10 lakhs with a provision for giving a maximum of 70 percent out of this for capital assets like damage to houses etc. which are damaged or destroyed during anti-militants operations and a maximum of 30 percent for the other household moveable property. Both owner and the tenant whose property gets damaged would be eligible for compensation. The compensation package, according to a statement issued by the Ministry here today, will be scrutinised by a committee comprising of Deputy Commissioner, Senior Superintendent of Police, Executive Engineer, representatives of Ministry of Defence and Central paramilitary forces before it is sanctioned. By provision of compensation to include tenants, the new Central Government scheme also intends to address the needs of tenants. Thus far there is no provision for compensation to tenants in the present Scheme of the State Government. The new Central Government scheme subsumes the existing scheme of J&K Government in this regard, says the Union Ministry's statement. The earlier scheme of the State Government provided for an ex-gratia relief in such cases for up to the cost of 50 percent of loss suffered or Rs 1 lakh, depending whichever turns out to be less in the wake of losses due to sabotage, bomb blasts or other similar unforeseen incidents. Since the quantum of relief being provided by the J&K Government was inadequate, Central Ministry of Home Affairs formulated the new Scheme with the objective to provide adequate relief for damages caused to the immovable and moveable property during action by its paramilitary forces or Army where the brunt had to be borne by innocent citizens of J&K without any concern or involvement in subversive acts. As per the statement, the expenditure for the scheme would continue to be met from the budget of the Ministry of Home Affairs allocated for relief and rehabilitation under security related expenditure.
