India for reducing trust deficit during Krishna-Qureshi talks | | | Well if the recent report of the Amnesty International is any guide over four million people in northwest Pakistan live under the scare of the Talibans.The report says that over 1.30 million people need immediate aid and many world bopdies were ready to send aid but since there was no rule of law in the region the donors were scared of sending their teams to the northwest belt of Pakistan.Over the years both the Government control and the Tribal rule in the area has been disrupted by the rise of the Talibans in the Swat and in North and south Waziristan.The Amnesty International does not seem to be convinced over the claim of Islamabad that major area in the northwest had been regained from the Talibans.Government officials in Islamabad rejected the Amnesty claim saying that had the members of the the body visited the Swat valley they would have seen for themselves that Government order had been restored.But reports say that the establishment in Islamabad has concealed the actual position because it wanted to receive the American military and nonmilitary aid without any interruption which was possible if the Pakistani Army continued its operations against the Talibans.Even if the Amnesty International report is treated as exaggeration one thing is clear that Islamabad is yet to win its war against the Talibans who are said to be regrouping and reorganising for launching a major attack on the Pakistani troops.If this is the story how can India expect Pakistan to tame the terrorists,especially the activists of Lashkar-i-Toiba ?If this is the state of affair in Pakistan,where the extremists continue to call the shots how can Delhi expect Islamabad to initiate steps which will prevent anti-Government agencies from exporting terror to India ?And of late Delhi has realised the limitations of Islamabad and has, therefore,decided to take cautious steps while engaging Pakistan in talks.Though Islamabad is keen to make the upcoming India-Pakistan dialogue Kashmir centric and Washington is equally eager to see the two sides resolve all the problems,including Kashmir,Delhi has decided to utilise the ensuing foreign ministry level talks for reducing the trust deficit.Delhi wants to create an atmosphere conducive for a meaningful dialogue.This indicates that India is yet to be satisfied with the steps taken by Islamabad in dealing with those involved in Mumbai mayhem.It also indicates that Delhi is dissatisfied with the steps Islamabad has taken for dismantling the terror infrastructure.It shows that India is quite upset over the continued infiltration of militants into Jammu and Kashmir.No dot Pakistan Government has its limitations,India may not agree to sit down on the negotiating table for resolving the Kashmir issue.One cannot deny the fact that the Kashmir issue has been the main bone of contention between the two sides,Delhi is not prepared to take up this issue which had the potential of disrupting the dialogue process.Delhi wants other issues like the Siachen Glacier and water to be debated.Delhi wants more confidence building measures to be taken so that the level of mistrust and misunderstanding between the two sides was reduced.This trust deficit is over 60-yar old and it may take time for the two sides to move closer.In the past Islamabad has been inflexibile and rigid but this time if Washington mounts pressure on the Pakistan Government one could expect the ensuing talks between Krishna and Qureshi to set the stage for sustained dialogue.
