PHQ proposal speaks of politicians' interference in police transfers
?A "heavyweight" minister's, Manohar's recommendations rejected

JAMMU, June 15: A police headquarters (PHQ) "secret" proposal has laid bare the truth concerning some politicians who, in the recent past, used their authority to influence transfers of senior police officers, though it is not their concern.
The postings were mostly sought by them in their own constituences.
A "heavyweight" minister wanted Anita Sharma to be posted as SP (headquarters), Jammu.
In the remarks column of the proposal, PHQ says: "Anita is recommended by the minister for her posting as SP (headquarters), Jammu. In case Reasi is not suitable for her, she be allowed to continue as deputy commandant of IRP 3rd Bn."
The minister's recommendation hinted that Anita was unwilling to go to militancy-infested Reasi. The cabinet, headed by chief minister Omar Abdullah, however, ordered her posting as additional SP, Reasi.
As desired by the minister, she was not allowed to continue in IRP 3rd Bn.
Cooperatives minister Manohar Lal wanted Dr Ajit Singh, deputy commandant IRP 13 Bn, to be posted as additional SP, Kathua.
Lal represents Billawar assembly segment which falls in Kathua district.
The cabinet rejected his recommendation too and posted Ajit in police training academy, Udhampur, as assistant director.
Mehrajudin, JKAP 14th Bn deputy commandant, was posted as commandant of Srinagar-based Auxuliary Ist Bn on the recommendation of social welfare minister Sakina Ittoo.
Kulbir Singh was posted as additional SP, Kishtwar, on the recommendation of works minister G M Saroori.
Kaushal Kumar was posted as additional SP, Nowshehra, on the recommendation of Nowshehra MLA R S Sharma. Kaushal too hails from Nowshehra.
Kaushal replaced Romesh Kumar Bhat. It seemed as if Bhat did not have good relations with MLA Nowshehra. In the remarks column against Bhat's name, PHQ says: "Recommendation for posting out by MLA Nowshehra."
SSP Abdul Hamid, who was posted out of the Kashmir security wing, carried the remarks against his name: "Requires to be moved out."
Vijay Kumar was transferred from vigilance to traffic wing on request. He replaced Alok Kumar, who was perhaps transferred because several fatal road accidents occured during his tenure as SSP (traffic) national highway.
The remarks column of Rajinder Gupta, SSP, CID (SB), Jammu, was totally blackened and nothing was legible.
Sheikh Mehmood, close to NC big-wigs, joined as SSP, Baramullah, against his wishes because Baramullah was considered to be a "disturbed" area.
S Ahfadul Mujataba was posted as SSP, vigilance, on the recommendation of vigilance commissioner. SP Sameer Rekhi was too called to vigilance by the commissioner.
A senior police officer said Mujataba and Rekhi were called to the vigilance organisation to work on some special cases.
Hemant Kumar Lohia, who too had an excellent track record, was made IG (traffic) to put in order the deteriorating traffic scenario here.
Yougal Kumar was transferred from Sopore and posted as additional SP, Poonch, on the recommendation of DIG, Rajouri.
