Intensify anti-Maoist operations in Northeast

If the latest reports suggesting that the militant movements in the north-eastern states have links with Pakistan's ISI and other dreaded terrorist organisations,including the LTTE,are any guide India has to initiate measures for improving its relations not only with Pakistan but with China also.It is so because the ISI sponsored and aided agencies supply weapons to the Naxals and the Maoists,operating in the north-eastern regions.The reports also reveal that the Maoists receive weapons from China through Southeast Asia.Though the establishments in several countries,adjoining India,neither encourage nor support the Naxals or the Maoists they find shelter,whenever required,in Bangladesh,Bhutan and Myanamar.No doubt Prime Minister,Manmohan Singh,has described the Maoist threat India's number one internal security threat,the activities of militants,operating in Jammu and Kashmir,cannot be ignored.In fact terrorist activities in the north-eastern states
and in Jammu and Kashmir,if left unchecked,had the potential of engulfing other states.At present besides the turmoil in Jammu and Kashmir because of Pakistan sponsored proxy war
the Maoist activities in over 220 districts across Andhra Pradesh,Bihar,Chhattisgarh,Jharkand,Madhya Pradesh,Maharashtra,Orissa and West Bengal are the two major problems for India's political and security sectors.What seems to have added to the woes of the Government is the rise of urban terrorism in various states in India.Except for Jammu and Kashmir terrorist activities,wherther in the north-eastern states or in Punjab initially remained confined to the rural areas.But after extending their bases and the areas of influence the Maoists and the Naxals have targeted urban areas by carrying out bomb explosions in crowded places and around the shrines.This was being done to trigger sectarian and communal trouble.Hence there was need for upgrading the security grid and the counter insurgency measures.In fact the current Maoist or Naxal menace has roots in the rise of Naxalbari in north Bengal in 1967.And it was Indira Gandhi who decided that counter
terrorist operations should be entrusted to the Army on the plea that the police were unable to deal with the situation.It may be a coincidence the Maoist activities have become
as alarming as the Naxalbari movement had become 33 years ago.Reports said that had not Indira Gandhi opted for military operations the Naxalbari movement would have never died.Unfortunately the Congress led UPA Government continues to be indecisive on the issue of entrusting counter terrorist operations in the Maoist affected states to the Army. On two occasions the Union Home Ministry had favoured Army intervention but the top brass of the Armed forces opposed it suggesting to the Government to leave it to the police and paramilitary forces to deal with the situation.When the Naxalbari movement created a major headache for the Indira Gandhi led Government in Delhi she,in 1967, mooted the idea of giving the Army the green signal for tackling Naxals senior Army commanders opposed it on the plea that the police be asked to handle the job.But Mrs Gandhi was of different mould than Manmohan Singh is.She insisted on moving the troops in Naxal affected
areas. She would not look towards the defence Minister or the Army Chief for their suggestions.Events that followed Indira Gandhi's decision proved that she was right and the Army commanders were wrong.It is hoped that Manmohan Singh too takes some firm steps before it is late.Delay in carrying out multidimensional and sustained operations against the Maoists and the Naxals besides the militants in Jammu and Kashmir had the potential of providing a chance to terrorists to revive militancy in Punjab and other states.War against Naxals and Maoists was called for in view of the ensuing Commonwealth Games to be held in Delhi from October because the terrorists may plan attacking the games venues and the athletes.
