Harsh calls for innovative method for finalising annual plans

JAMMU, June 18: Even after the budget proposals for the year 2010-11 were adopted by the state Legislature over two months ago the Government is yet to give shape to its annual plan because the plan is nowhere in sight.This was stated by the working chairman Panthers Party,Harsh Dev Singh. He said even if Chief Minister,Omar Abdullah,is able to finalise the size of the plan during his meeting with the Deputy Chairman Planning Commission,
Montek Singh, in Delhi on Friday it may take another two to three months for the Government to start implementing the provisions of the annual plan.Explaining it he said after the plan discussion the state Government has to convene district development Board meetings and for completing the Board meet ings of 22 districts it may take not less then three weeks to one month.He added that it may take another one month for the District development commissioners to give a proper shape to the decisions taken during the Board meetings before they are submitted to the chairmen of the Boards for approval which may require another 15 days to one month.
"If so much time is needed for completing all these formalities when shall the work on new projects begin ?"Harsh Dev Singh asked.
He said that since April not a single new project has been started in the state and activities relating to the completion of the old projects are being seen in Jammu and Kashmir. Harsh Dev wanted the state and the central Governments to sit together and evolve a new framework for finalising the annual plans so that the actual working season was not lost on discussions on the plan.He said this was necessary when the working season in the Kashmir valley and in Ladakh remains very limited.
In the absence of new rules for finalising the plan discussion and for securing central Government's nod to the budget proposals the state Government will either have to resort to manipulations or suffer losses on account of funds getting lapsed.
In support of his contention Harsh said that when on a number of occasions he wanted to know from the Government details on the 70 per cent expenses it has incurred on various projects he was amazed to learn that 70 per cent expenses had been incurred on purchase of construction material only.
The Government agencies,keen to show results, go in for hasty purchase of cement,i ron,and other material required for construction of roads,bridges,drains and buildings.
While referring to his Ramnagar constituency he said that a number of buildings in the sectors of health and education had not been completed despite the Government claim that over 70 per cent funds had been spent.
He said these funds had been spent on the purchase of construction material.
"Invariably delay in the execution of the development projects has been resulting in severe loss by way of damage to the construction material in weather related problems,"he said.
Harsh Dev wanted the state Government to stop playing fraud with people in the name of high plan allocations adding that there was no purpose in the claim that the ruling coalition has been able to secure liberal financial assistance from the centre.
He said these claims are hollow when since 2004 out of the Rs. 31,000 crore Prime Minister's reconstruction programme only Rs.8,000 rores had been spent so far.
In order to avoid delays in the finalisation of the annual plan and in the execution of work on the new projects the state Government should,after consulting the centre and the Planning commission,frame tentative annual plan which could form the basis for formulating district plans in the Board meetings.
He said it would be better for the Government to either constitute a team,comprising members of the two houses of the state legislature,or a committee of experts which could recommend an alternative to the archaic system of framing, finalising of the annual plans.
"We want some innovative or short-cut method for putting the derailed economy back on the rails in Jammu and Kashmir,"Harsh said
