Tufail Matoo’s post mortem report confirms ‘death by teargas shell’
IGP says FIR not needed, DIG’s inquiry is final

SRINAGAR, June 18: Exactly a week after he was found dead in mysterious circumstances here on Friday last, post mortem report has confirmed today that teenage student Tufail Ahmed Matoo of Sayeeda Kadal had died from the wounds caused by a teargas shell.
Even as it has finally surfaced as the handiwork of Police, a senior Police official maintained that there was no need to register an FIR as the student had died in a “law and order problem” and the circumstances leading to his death would be investigated by DIG Srinagar only to see whether any departmental action was warranted against Police.
Authoritative sources told Early Times that in immediate response to SSP Srinagar Javed Riyaz Bedar’s June 17th letter, doctors of Government Medical College (GMC) Srinagar today furnished their post mortem report.
According to them, doctors of Forensic Medicine department at GMC, who had collected the samples from the dead body on Saturday last, have confirmed the widespread peoples’ allegation that Matoo had died of the severe wounds caused by a teargas shell that had been, obviously, fired by Police.
Police had described Matoo’s death as a “deliberate murder” — raising its finger of suspicious on a routine social crime— and maintained for 24 hours on Friday and Saturday last that search was underway to identify and arrest “two unidentified youth who got the dead body in a Maruti car, dropped it at SMHS Hospital and vanished into the downtown interior mysteriously”. Government had also ordered an inquiry to be conducted by DIG Srinagar, Deepak Kumar.
The post mortem report has now confirmed that the student had died when a teargas shell hit him critically in his head.
According to doctors and eyewitnesses, Matoo’s brain was sticking out and he was bleeding profusely when he was spotted first on a stretcher at SMHS Hospital.
IGP Kashmir, Farooq Ahmed, confirmed to Early Times that Matoo had been found to have died of the wounds caused by a teargas shell.
He said that the post mortem report, submitted to DIG Srinagar for further inquiry, had clearly confirmed that Matoo had died of the firearm wound in his head. He, nevertheless, sought to make it clear that there was no need to register an FIR as the student, according to him, had died during Police action in a “law and order situation”. IGP said that DIG Srinagar, Deepak Kumar, would investigate the circumstances leading to Matoo’s death and he would primarily ascertain whether or not Police on duty had violated the Standard Operating Procedure (SOP).
IGP said that a departmental action would be initiated if anybody from Police was found to have violated the SOP.
