SVO books two watershed DFOs, JE in fraud case

JAMMU, June 22:
The state vigilance organisation (SVO) today booked two DFOs and a junior engineer (JE) of watershed management division (LAWDA), Srinagar, in a case of alleged misappropriation and fraudulent
withdrawal of lakhs of rupees.
The booked officials included Mehrajudin Shah, M A Chisti, both DFOs, and JE Wiqar Ahmad.
SVO sources said during a surprise check, it was found that under a well-knit conspiracy, the accused officials in connivance with contractors misappropriated lakhs of rupees in the construction of
Gabion Check dams erected in the shape of stone beds covered with crate wire for the treatment of Sang Reshi nullah at Khimber Takya to protect Dal lake.
Ten works were shown executed by different contractors at a cost of Rs 109.97 lakh during the financial year 2006-07, 2007-08 and 2008-09. It was found that the estimates of some of the important
engineering works had been prepared by a non-technical official of the rank of forester.
For these 10 works, an amount of Rs 35.04 lakh was shown to have been spent on the carriage of stones from Athawajan quarry and Wussan nullah to Sang Reshi nullah, the sources added.
Sources said on physical verification, it was found that no stone had been transported from Athawajan quarry and Wussan nullah to Sang Reshi nullah.
The check dams at Sang Reshi nullah were constructed with the help of stones available at the construction site, the sources added.Sources said by wrongly showing the transportation of stones, the
officials misappropriated Rs 35.04 lakh in connivance with contractors.
Not only this, the surprise check also revealed that a large quantity of the crate wire shown utilized in the Gabion check dams were already existing there, the sources added.
Sources said the earth work shown to have been executed in the Gabion check dams differed from the records maintained by the department.
A case under FIR No 25/2010 and sections 5(1) (c), 5(1) (d) read with 5(2) of J&K prevention of corruption Act 2006 and sections 120-B, 409 and 467 of RPC stand registered against the booked
officials and others.
