Legislature must hold executive accountable: CM? | Meira Kumar eulogizes inner beauty of people of Kashmir | | EARLY TIMES REPORT SRINAGAR, June 22: Chief Minister, Omar Abdullah today underscored smooth functioning of Legislative Houses as an important means to derive accountability from the executive. "Unless legislators allow the Houses to run without disturbing its proceedings, they will not be able to derive answers to their questions from the Government and make it accountable of its functioning", he added, Chief Minister was speaking at a symposium on 'performance of the legislators in the House-Ensuring accountability to the people' held here as a part of the 75thAll India Presiding Officers Conference. Omar said "the legislators fail in their responsibilities if they are not able to make the Government answerable in the House. This can only be achieved when the proceedings are not disturbed and treasury benches made accountable for their duties and commitments to the people. It becomes easy for the Ministers to avoid volleys of supplementaries and questions when the question hour gets disturbed and House adjourned". Earlier, addressing the Symposium, the Speaker, Lok Sabha, Meira Kumar eulogized the natural beauty of Kashmir adding that the inner beauty of the people of Valley is overwhelming and hospitability unprecedented. She praised the charming Valleys, snow clad, mountains, transparent lakes, murmuring brooks, singing streams and flower meadows of the Valley. She also lauded the honesty, sincerity, friendly approach and good behaviour of the people of Kashmir and said that this character of the people of the Valley has remained legendary since ages. The Lok Sabha Speaker said "we have shown to the world that despite the pre-dominance of an oppressive and discriminatory social structure all through our history, the Indian soil could germinate concepts and ideas of republicanism". She said that when members enter the Chamber of a House, they are fully aware of the sanctity of the place and their role in upholding its dignity. The Lok Sabha Speaker said "it is, in fact the need of the hour to devise more of such innovative methods which will open up a dialogue between the elected and the electors and provide the electorate with an opportunity to have a greater say in the functioning of their elected representatives thereby enhancing their accountability to those who have sent them to the Legislature. With these words, I hope that the deliberations of the Symposium will be able to address our concerns about the performance of our members and their accountability to the people". Speaking on the occasion, the acting Chairman, J&K Legislative Council, Arvinder Singh Mickey said "a legislator in order to derive accountability has to develop many qualities and set an example for the people to follow. The first and fore most of such qualities is transparency".
