Omar in 'fire fighting' mode, development takes backseat | | | EARLY TIMES REPORT JAMMU, June 22: Omar Abdullah led coalition government is once again in 'fire fighting' mode. As the situation in Kashmir Valley, particularly in Srinagar is turning grim, this job has become imperative, rather a priority for the Chief Minister. The result is that development has taken a back seat even though the annual plan is through for the state. Last week when the Chief Minister after his 'powerful' power point presentation managed a plan size of Rs 6000 cr plus a sizable amount of Rs 1200 cr under PMRP schemes from Centre, the entire coalition family felt upbeat for what they termed as an 'achievement' of the government, as if state would not have got any had there been no such dispensation in place. However, the positive aspect of the story is that state government managed to get what Finance Ministry had projected in term of numbers and figures after doing quite a lot of 'home work'. It has been nearly a week now since the plan has been finalsied and the government is still sleeping over the District Development Board meetings in which the ditricts plans for various works has to be finalised. Though the government feels compalcent about what it feels that they are 'well in time' for getting the plan amount through, the fact remains that it has been delayed. All the development works, both ongoing as well as the new ones are standstill for want of funds.It is different story that government justifies this delay by saying that it has already approved 25% for capital expenditure in the month of March for some works to go on. The government is at present engaged in fire fighting and diffusing the situation of fresh spate of killings in the downtown area of Srinagar. The firefighting operations, in terms of statements to counter the opposition criticism has become loud in the wake of the fact that all the areas where such violence has erupted and continues to prevail are ruling NC bastions.This also speaks why NC led government is under severe attack from opposition and the main rival PDP for situation turning serious and out of control.And for apparent reasons the government it appears has focussed its entire attention and energy in 'controlling' the situation as well as countering the opposition allegations by desperately trying to come out with 'truth' spate of such incidents. Government's dillemma and concern for the situation suddenly turning grim and out of hands is understandable. But its second line, at the level of Deputy Chief Minister and other senior cabient ministers must come to 'business' of governance in terms of doing other vital assigments for ensuring development and its fruits in time for the masses of the state.The working season for the state is shrinking and in Kashmir valley in particluar there are only few months available for carrying forward the development works. The Chief Minister who just got a pat from the Centre for his presentation on performance has also got a word of caution from Planning Commission and Centre in general for funds not being spent in time and in entirety on the projects for which these are earmarked. If government continues to focus its attention on political and situational firefighting, funds are once gain in for getting lapsed for many works. It remains to be seen when the District Development Board meetings are scheduled by the administration.
