Sangarsh seeks RTI head in J-K | | | EARLY TIMES REPORT JAMMU, JUNE 26: While appreciating the state government for introducing Right to Information (RTI), the Sangarsh-RTI movement in JK along with other RTI activists held a media interaction to discuss the problems in implementing RTI in the state, here today. Addressing the mediapersons, Convener Sangarsh Balwinder Singh criticised the government attitude in not providing a head to the RTI set up in the state. He, further, added that the state government always talked of the transparency and accountability but has no justification for delaying the appointment of state Chief Information Commissioner. General Secretary, Sangarsh, Raman Sharma said that there were many loop holes in the system like the government officials were unaware of the act and were without proper training. The government has not conducted any awareness programmes for the public as 15 months had passed. Raman Sharma also complained that a user guide had to be made by the state government within 18 months but no efforts had been made by the government to prepare, print and circulate the free RTI user guide. Sharma further alleged that exorbitant application fees are being taken from the public as compared to the central RTI act. The activists demanded of the above reforms to make RTI accessible to all the people. On the occasion, Sangarsh demanded to form State Information Commission (SIC) which include a State Chief Information Commissioner and two State Information Commissioners. Prominent RTI activists who were present in the press conference were Ayaz Khan, Mahesh Kotwal, Veer Saraf, Sharanjit Singh, Lalit Kumar, Manmohan Singh, and Mulk Raj Bhagat and besides others.
