Desperate Govt sees fault in police training | | | EARLY TIMES REPORT JAMMU, June 27: Ever since Omar Abdullah assumed office of the Chief Minister he has been promising action against perpetrators of rights abuses. He has also ordered around a dozen probes to live up to his promise but the situation worsens with every passing day. A desperate Omar first accused the Peoples Democratic Party (PDP) of creating mess in Kashmir. Then the blame shifted on `agencies'. And, now he sees a defect in police training. "We will not allow any misuse of power to escape without punishment, anywhere. Be it the misuse of power by the army, paramilitary forces or the state Police. If it is found that power has been misused, we will take action against them and those found guilty will be punished," said Abdullah while interacting with news men last week. Interestingly when Omar made this `bold' statement, his Law Minister, Ali Muhammad Sagar while addressing a function in Kashmir University said the police force was not properly trained to tackle a situation like the one that prevails in contemporary Kashmir. He went to the extent of saying that the government feels embarrassed by the killings. Nothing seems to work for the Omar led government. A 14-year-old youth, Wamiq Farooq got killed when a police officer fired a smoke shell that smashed his head on January 31. The killing created a stir in Kashmir. Violent clashes in Srinagar and other major towns left at least 200 persons wounded. The desperate government issued guidelines. "Smoke shells shall be fired by police officers of the rank of sub-inspectors henceforth", the government ordered. But, immediately after this another youth, Tufail fell to a smoke shell in similar circumstances. To add to the woes of the Chief Minister, the CRPF went berserk at Sopore Friday afternoon. Two youth lost their lives. Scores sustained injuries. The Chief Minister called an emergency meeting of his ministers to discuss the situation. The dress of the Chief Minister reflected his desperation and frustration. He was wearing a white tea-shirt and tight jeans. Normally Chief Ministers do not chair important meetings wearing casuals. The killings evoked a response from otherwise moderate Mirwaiz. He said: "You have failed. Step down." This is exactly what the commoner feels. Notwithstanding Omar's promise of a clean and transparent administration, he has failed to bring the much needed solace to the people. In fact, the situation at the human rights front has worsened in his regime. However, his admirers believe he still has time to make amends. The government has went out of way to shield the culprits responsible for rape and murder of two Shopian women. The forensic reports were tampered with. Justice (Retd) Jan's report was doctored to suit the vested interests. Wamiq Farooq's family is still fighting to get an FIR registered. Tufail's killers are still at large. The government could have administered justice in Wamiq and Tufail's case. In both these cases the local police are involved. For bringing them to justice, the Chief Minister in his capacity as the Home Minister of the state has to give sanction. Why is he reluctant to put the culprits on trial?
