RBA category candidates facing govt apathy | | | EARLY TIMES REPORT JAMMU, June 30: The state government started many schemes for the upliftment of the people living under Remote and Backward Area category. However, these schemes are dying a slow death even before getting them properly implemented due to the apathy of the enforcing agencies. Remote and Backward Area (RBA) was a category made by the state government for uplifting living standard of the people as these areas were hostile as far as reach of the educational facilities and connectivity (road and telecommunication) was concerned. And students of inaccessible and far most areas were unable to compete with the students of urban and other developed areas. There are many backward areas which come under the RBA category including areas in district Kathua, Tehsil Bani, Basholi, Billawar, Udhampur, Ramnagar, Doda, Bhaderwah, Banihal, parts of Poonch and Rajouri besides others areas of the state. Condition becomes grim when one have a glance over the education scenario of these areas. Intrestingly. many of the teachers appointed under RBA category managed to get transferred to the urban areas after working in the backward areas for some months, as a result of which the posts remains vacant. This results in the defeat of the purpose for which the category was made. This creates deficiency of teachers in the remote and backward areas and thus the next generations remain aloof of the gain for which the category system was made. Many genuine educated youth of the backward area are denied jobs despite having RBA category certificates because influential candidates residing in the urban areas get the jobs on the RBA certificates. When contacted Director School Education, Jammu Zahida Khan, she said that mandatory time period for serving in the education department is two years and after that during transfers this category was not taken into account. She further said that if any case of using fake certificates and using influence for transfers, strict action is taken.
