Trying to recreate 1990 situation in Kashmir | | |
Attempts are afoot at creating a situation in the Kashmir valley that existed in 1990.Right from late 1989 and the beginning of 1990 the entire valley was gripped by panic after large groups of people took to the streets shouting anti-India and pro-Azadi slogans.From the mosques,all over the valley,especially in Srinagar city, loud speakers were installed which facilitated pro-Azadi slogans to reverberate in the land of lakes,verdent slopes and tall pine trees.In fact the defeaning sound of pro-azadi slogans,echoing through the loudspeakers,created so much scare among the minorities that they had no other alternative but to flee the valley and over 3.50 lakh Hindus left the valley for the plains.And since then the Pandits have been living in camps,in rented houses and cut off from their ancestral villages and towns.The pandits are scattered all over the world still pining for returning to their roots.Though this time there is no need for shouting threatening slogans against the minorities because between 2,000 and 3,000 Hindus live in Kashmir, the separatists and their supporters want to recreate the 1990 situation which could add to the current level of political and constitutional trouble.Already the demand for imposition of the Governor's rule has started gaining ground with each day showing signs of further deterioration. The separatists believe that when they could succeed in forcing a duly elected Government to fall in 1990 why cannot they achieve success in dislodging the Omar Abdullah led Government.But they should remember that if in 1990 the state was placed under the Governor's rule it was done after the then Chief Minister Dr Farooq Abdullah resigned in protest against appointment of Jagmohan as the Govenor of Jammu and Kashmir.Whether Farooq quit because of Jagmohan's appointment as Governor or he resigned after he felt his Government may not be able to handle the crisis triggered by militants is still a moot point.Whatever may have been the reason for Farooq to resign the then central Government had no soft corner for him.This time the centre has not only assured its support to Omar Abdullah but also patted him for doing his best to tackle the situation.No doubt if Omar Abdullah resigns or his Government is dismissed it will not provide any direct benefit to the separatists.Yes,their aim is to ensure that democracy did not flourish in Kashmir.It is so because peoples'participation in the Assembly election and the inst allation of an elected Government are issues that are hostile to the gameplan of the separatists.Even if under the Governor;'s rule Kashmir cannot achieve Azadi the separatists may not be against the dislodging of the elected Government so that they could convey to the world that people in Kashmir were not for an elected Government but for Azadi.In the context of this plan both the state and the central Governments need to cooperate with each other in their fight against the forces of separatism.The two have to cooperate for taming those induling in violence.If Delhi opts for central rule in Jammu and Kashmir it could encourage separatists,militants and other extremists for sustaining the level of violence for forcing Delhi to negotiate on Kashmir.There is no harm in reiterating Government's commitment on zero tolerance against human rights violations but,at the sametime,it should not start blaming the security forces,without analysing the ramifications of the turmoil,for opening fire on the protesters.Pictures taken on the clashes between the security forces and the p;rotesters in Sopore,Baramullah and Anantnag speak volumes on the activities of the protesters who,at a number of places,were on the verge of lynching security personnel.At a couple of places policemen were seen begging for mercy when they were beaten up by the lathi-wielding protesters.During the last one week protesters,whether in Srinagar or Sopore or Baramullah or Anantnag,were seen trying to attack and torch security pickets.Can Omar or Ali Mohd.Sagar or Mufti Sayeed or Mehbooba expect the security forces to act as mute spectators when they are under muderous assault?Yes,try to teach security forces to observe restraint but do not demoralise them by criticising them publicly.
