Political initiative needed for supplementing security measures | | | The National Conference led coalition Government seems to bank on administrative measures for tackling the current volatile situation in the Kashmir valley.it is so because the existing political turmoil is being viewed a mere law and order problem despite Chief Minister,Omar Abdullah's assertion that the current conflict in kashmir is the result of a tussle between ideas and ideologies.No doubt the central Government has lent full support to Omar Abdullah it has not come out in the open in providing the much needed security support.This is evident from the way the Ministry of Defence did not give permission to the Army authorities for deploying troops in the Kashmir valley for which a formal and proper r equisition had been made by the state authorities.When the state authorities sought the help from the Army they were told that the Corps commander was waiting for the signal from the Ministrry of Defence.In the absence of the nod from the Defence Ministry not a single soldier was deployed anywhere in Kashmir for dealing with the angry demonstrators.Whether the Defence Ministry’s decision was right or not is not as important as tthe failure on the part of the leaders of the National Conference and the Congress in launching a political campaign against those inciting violence.Field reports reveal that a large number of civilians in Kashmir feel upset over the way the separatists continue to impose their writ on repeated shuttdowns which had hit tourism.As long as the leaders belonging to the National Conference and the Congress keep on playing their role on the sidelines they may not be able to defuse the crisis.Kashmir needs an effective political leadership that can infuse strength among the men of the police and the paramilitary forces.It will be wrong on the part of the National Conference leaders to raise an accusing finger against the security forces.In case the political leaders continue to be critical of the functioning of the police it may create a situation that eexisted between 1990 and 1993 when the police force felt totally demoralised and immobilised following repeated attacks from the militants.During the last over 15 years police have been playing a pivotal role in containing the activities of the militants.It is no longer a secret that for foiling subversive plans and activities the Army and the Paramilitary forces need active cooper ation from the police.The recent strikes by the Naxals and the Maoists in some belts of North east region confirm that once the paramilitary forces are not backed by the local police antiinsurgency operations by the men of the CRPF or the BSF could be risky.Kashmir needs a three-pronged strategy to deal with the current spell of turmoil.One,the Government should initiate people friendly measures including announcement on the payment of 6th pay commission arrears.Secondly,the Government should clear employment for several thousand youth in the state.Thirdly tthe security measures be supplemented with political thrust against the separatists.And if Delhi starts engaging the separatists in talks it could prove a health diversion.(eom)
