Congress, NC oppose demand for imposition of Governor's rule in J&K

JAMMU, July 8: While the Congress and National Conference leaders oppose any plan of altering the current political arrangement in Jammu and Kashmir those belonging to the PDP, the Panthers Party and the BJP, favour imposition of the Governor's rule to bring the state out of the existing mess.
The spokesman of the Congress, Ravinder Sharma, said "the current situation does not call for imposition of the Governor's rule in Jammu and Kashmir."
He said that there was no need for altering the present political arrangement because the National Conference-Congress Government has been constituted after the two parties received mandate from the people in the previous election. He said that with the open support from the Congress led UPA Government in the centre the state authorities had started gaining success in its task of tackling violent demonstrations. He said that the only need was for the people and other mainstream political leaders to cooperate with the Government.
However, working chairman Panthers Party, Harsh Dev Singh, said that the imposition of the Governor's rule was the only solution to tackle the current fluid political and security situation.
He said that the Governor was supposed to enforce the central rule under Article 92 of the state constitution which provides that the Governor can takeover administrative and legislative powers once he felt satisfied that the functioning of the state Government was not being carried out in accordance with provisions of the constitutions.
Asked whether by placing the state under the Governor's rule the situation could improve Harsh Dev said "it is a hypothetical question." adding that one expects better governance under the Governor's rule."
At least the current rate of corruption, maladministration and poor performance could be checked," he said
He was supported by the PDP General Secretary, Mohd Dilawar Mir, who said that if the centre wanted peace to return to Kashmir it should place the state under the Governor's rule.
The BJP leaders too supported the demand for imposition of the Governor's rule.
Number of senior Congress leaders, including two Ministers, who wished to remain unidentified, opposed the demand of imposing the Governor's rule.
They said any attempt at placing the state under the central rule will upset the applecart of democracy.
"It will provide encouragement to separatists and their supporters to secure change in the Government by resorting to stone pelting against security forces," said one of the Minister.
Several National Conference leaders said that any change in the current political arrangement will make it difficult for the centre to restore democracy in the state as was the case between 1990 and 1996.
