IAY bitten by corruption bug in J-K

JAMMU, July 8 : The centrally sponsored scheme for providing shelters to homeless population under Indira Awas Yojana (IAY) has failed to serve the purpose in the state. Reason: Red-tapism and corruption Chohala, one of the largest villages in Tehsil R.S.Pura of district Jammu, having more than 800 households mainly belonging to Schedule Caste (SC) community is live example of corruption and "commission raj" in this regard.
Most of the families in this village are illiterate and landless labourers, who are without any source of livelihood and without housing facility.
There are almost 90 deserving families in the village that had applied for the monetary benefits under Indira Awas Yojana but they are not being provided any money for construction of their houses. One of the applicants on the condition of anonymity stated that many of the applicants are living in pathetic condition under "kucha houses". In rainy season, these houses get washed away in floods and people face lot of problems.
He also said that about 10-12 SC families of the village have been given financial grants for construction of concrete house only after paying huge share of corruption. There are also examples where beneficiaries were able to get the grants for same house twice in the connivance with officials of the department. Interestingly, there are commission agents operating in the village.
It is pertinent to mention here that a im of Indira Awaas Yojana is to provide financial assistance to the rural poor living Below the Poverty Line (BPL) for construction of a house. The financial assistance provided for new construction under IAY is Rs 35, 000 per unit for the plain areas and Rs 38,500 for the hilly areas. The assistance for upgradation of unserviceable kucha house to pucca/semi-pucca house is Rs 15, 000 for all areas. The assistance for credit-cum-subsidy scheme is also Rs 12, 500 per unit. Block Development Officer (BDO) R.S Pura Harish Kumar said that he will see into the matter and refused to give any concrete comment on the issue. However, MLA R.S Pura Prof Gharu Bhagat could not be contacted despite repeated attempts.
