Rs 73.41 Cr. Annual Plan for Udhampur approved | | | EARLY TIMES REPORT UDHAMPUR, July 9: Plan allocation of Rs 73.41 crore for district Udhampur has been approved here today for the financial year 2010-11 at a District Development Board meeting chaired by the Deputy Chief Minister, Tara Chand who is also the Chairman of District Development Board, Udhampur. The approved outlay includes Rs.26.05 Crore as Revenue and Rs.47.36 Crore as Capital component respectively. Addressing the meeting the Deputy Chief Minister complimented the district administration for showing remarkable achievement by incurring 99.51 percent expenditure allocated last fiscal despite the fact that the during last year the plan was approved at a later stage. Dy CM directed the Officers to put in their dedicated efforts in proper utilization of funds and timely completions of development works in a transparent manner and ensure that the benefits percolate down to the deserving sections of the society. He directed the concerned officers to not no compromise on the quality of works executed on the ground and ensure third party inspections for bringing more transparency and accountability. He hoped that the officers would put in their sincere efforts in achieving optimum results on the ground, this year also. He also complimented the MLAs and Vice-Chairmen of different Advisory Boards for highlighting the problems and demands of their respective jurisdictions in an effective manner. He assured them full cooperation to redress the grievances of the people of their areas in a phased manner. The Dy. CM exhorted upon the officers to take the MLAs into confidence in planning process to ensure effective development of different areas. To maintain continue flow of funds from government, Dy CM called upon the officers for timely submission of utilization certificates of works executed so that completion of different schemes could be ensured in specified time frame thereby completion of works in an uninterrupted manner. MLA Harsh Dev Singh while raising the multifaceted issues of Ramnagar constituency said that to maintain the sanctity of the House, the decisions taken in DDB meetings should be implemented by all departments, in letter and spirit. The issues projected by him included State Share allocation for completion of roads left halfway under RIDF, hostel for GDC Ramnagar, new Tehsil for Basantgarh Sub Division, completion of various other roads and bridges, early clearance of UIDSSMT Water Supply Scheme, Ramnagar construction of concrete check dam at Bindraban Nallah, Critical Care Ambulance for PHC Bharnara etc. Similarly, Legislators of Udhampur, Chenani and Reasi also highlighted the demands and problems being faced by the people of their respective areas and pressed for earliest completion of left out works and ensure speedy utilization of current year's funds under various sectors so that the people could reap the benefits of economic prosperity. Likewise, Vice-Chairmen of various Advisory Boards also spoke on the occasion and projected various issues being faced by ST, SC, Farmers and other poor sections of the society. Presenting the brief resume of physical and financial achievements registered during last financial year, the DDC said that against the revised allocation 59.70 Crore, and expenditure of Rs.59.40 Crore was incurred during last fiscal which works out to 99.51 per cent. Highlighting the proposals set for the current financial year under major sectors, the DDC said that, an amount of Rs. 30.24 Crore has been earmarked for Education Sector, Rs. 14.49 crore under R&B, Rs.9.55 Crore under Minor Irrigation, Rs.3.28 Crore under Health Sector for strengthening heath institutional infrastructure, Rs.2.56 Crore has been kept under PHE sector for augmentation of drinking water supply, Rs.35.69 Lacs for Agriculture Sector, Rs.2.21 Lacs for Social Welfare sector, Rs.12.76 Lac for Horticulture, Rs.31.70 for Animal Husbandry, Rs.34.50 lacs for rehabilitation of degraded forests, Rs.34.50 lacs for repair of transformers under Power sector. The DDC also sought allocation of additional funds under Power and Industries sectors for renovations and stabilization of 13 Nos. 33/11 KV Receiving Stations and 213 Kms lines maintained by Transmission Division, Udhampur and engagement of 15 Nos. skilled workers for running the 33/11 KV Receiving Station, Jhonu etc. He also demanded Rs.216.22 Lacs for augmentation of power supply to Battal Ballian, Industrial Estate. |
