Rajouri CAPD store turned cow shed
For a building of Rs 8 lakh, CAPD fails to fit shutter of Rs 5000 cost

PRORI (RAJOURI), July 9: Though Prori Gujran-a village in tehsil Kotranka of district Rajouri lack all basic facilities of life but here a foodstore of Consumer Affairs and Public Distribution Department has turned into cow shed while the department has hired a shop to store ration.
The building constructed at an approximate cost of Rs 8 lakh is in shambles because the department failed to fit shutter which amounted to only Rs 5000 in the building which could have protected it from the local interference.
Prori Gujran, which is 30 kilometer away from district headquarter, Rajouri, lacks all basic facilities. More than 3000 residents of this area have been left at the mercy of God. The residents said that they have no water, no electricity, no education facility and no health care facility. Though they said that the institution of all the departments exists but the same have either turned defunct or having no staff to run.
Surprisingly Consumer Affairs and Public Distribution Department had constructed a Food Store few years ago at an approximate cost of Rs 8 lakh to store ration for the supply to the areas adjoining Prori Gujran but the construction work was left midway. The department had spent lakhs of rupees to raise this structure but they could not get a door or shutter fitted in it which might have saved this government property but ironically it was left as it is without fitting the shutter few years ago which pave way for the locals to make use of it. "When the people feel no owner of it, they started using it a joint property and ties their cows and sheep during night in the store", Mohammad Ishaq, a resident said adding that "The department could not spent Rs 1000 more for fitting shutter in a building constructed by spending lakhs of rupees".
As per the locals, the Food Store was sufficient to store ration for atleast 3 nearby Panchayat's but now it has been damaged and locals are using it as cow shed.
Residents said leaving this store at standstill position; the department has hired a private shop on rent for storing the ration. "This is an extra burden on the state exchequer and when the department has its own building why they are not utilizing it after slight renovation", residents questioned.
When contacted Assistant Director Consumer Affairs and Public Distribution Department admitted that Food Store has no shuttering and was left midway for lack of funds with the department. "We had no funds to install shutter in this godwan", he said. However added that local MLA had assured Rs 50,000 for repair of this building following which the Food Store would be utilised by the department.
In a building constructed at Rs 9 lakhs, the department failed to arrange few thousands for installing shutter in the godwan. "We had not received any fund for the last two years for any maintenance or other works and that is why we could not complete this structure", AD, CAPD department said.
Meanwhile, residents of Prori have alleged that they have no water and electricity facility in the area. They said that though both the departments have installed their supply lines, they are neither getting water nor power in time.
The residents also complained that they have been given a Health Sub Centre in a rented room with no facility. "Only a pharmacist and nurse is the top officials in the sub-centre. We had demanded for doctor but the same had not been provided to us", residents said adding that they had to spent Rs 200 to reach Rajouri for consulting a doctor even in case of minor problem.
Though there is Higher Secondary School in the village, residents said that the condition of this School is not better than a Primary School. "There is no proper accommodation for the school and it is not better than a primary school in regard of accommodation and posting of staff", residents said demanding immediate attention of government towards this village.
