More trouble mongers were to be arrested in Kashmir: Govt sources | | | EARLY TIMES REPORT JAMMU, July 10: Even after having arrested about 350 people, including senior separatists and those indulging in heavy stone pelting in Kashmir valley during the last three weeks the state authorities have decided to take into custody all those who were trying to incite people to violence. During the last one month various areas in the valley witnessed bloody clashes between the demonstrators, protesting against killing of civilians in the firing opened by the security forces and the police, in which till date more than 15 youths have been killed. The authorities have come to the conclusion that following increase in the number of arrests of the trouble mongers the level of defiance against the cur few restrictions has started weakening. Official sources said that after the state authorities felt that the situation was getting out of control it had no other alternative but to call in the troops. However, both the Union Home Minister, P C Chidambaram and the Union Home Secretary, G K Pillai, have directed the security forces, operating in Kashmir, to take stern measures against anti-national elements and against those who were fomenting trouble. After Pillai had a detailed meeting in Srinagar with the Chief Minister, Omar Abdullah and with senior functionaries of the Army, the CRPF and the police he briefed the Union Home Minister, PC Chidambaram in Delhi. The two have decided that the curfew restrictions need to be enforced strictly for another couple of days. State authorities have been suggested that curfew relaxation be given area wise and that too when the area remained incident free. Chidambaram has made it clear that though the Army has been called out in Srinagar, it will simply assist the security forces in maintaining law and order. The centre has, while assuring Omar Abdullah its full support, told him that the law and order problem was to be handled by the Police and the CRPF. Pillai has suggested to the senior functionaries of the security forces to identify those behind the violence so that they were arrested. The decision on taking firm measures against those indulging in violence and against those inciting people to violence was the outcome of the realisation on the part of the central Government that the current situation demanded stern measures. At the same time the security forces have been asked to ensure that there were no incidents of human rights violations while dealing with the protesters. Official sources said that sleuths in the police and intelligence agencies have started identifying those who had not only incited people to resort to violence but also resorted to stone pelting which had forced the security forces to open fire. Sources said that even after over 350 youths had been arrested more protesters were to be taken into custody. Besides the trouble mongers many more separatists would be arrested. Sources said that attempts were being made to constitute committees, comprising prominent citizens, in various areas of Srinagar district for the purpose of persuading youths to desist from indulging in violence. Another report said that the Government of India may reopen the channels of dialogue with the Kashmiri separatists only after peace was restored to Kashmir. The report said that the centre has been told by those, who had been engaged in back channel diplomacy, to engage leaders of the moderate camp of separatists in a sustained dialogue so that they suspended their support to the current turmoil and trouble.
