Jammu & Kashmir: A tale of two provinces | | | RUSTAM EARLY TIMES REPORT JAMMU, July 11 : Kashmir is all powerful. It has been ruling the state since 1947. It has been enjoying unbridled and extraordinary powers since October 1947. It is not accountable to any authority in India. Those in Kashmir who are ruling the state and fighting against the Indian State are above law. No one can ever dare to question them because it is the general belief that questioning them would mean "more alienation" in Kashmir. In fact, the more Kashmir cries, the more it willfully bleeds itself and the more it bungles the more the money it gets from the overgenerous New Delhi. In fact, New Delhi pumps in billions and billions of rupees in Kashmir to keep it in good humour. Remember, the per capita central assistance in Kashmir is Rs 9,754 per year. According to Vir Sanghvi of The Hindustan Times (August 17, 2008), "Bihar gets per capita central assistance of Rs 876 per year" and "Kashmir gets ten times more: Rs 9,754 per year…Kashmir's entire Five Year Plan is met by the Indian taxpayer. In addition, New Delhi keeps throwing more money at the state: in 2004, the Prime Minister gave Kashmir another $ 5 billion for development." After 2004 also, the Prime Minister has given hundreds and hundreds of crores of rupees to Kashmir for the same purpose. Besides, New Delhi, everyone knows spends hundreds of crores of rupees in the state every year on what are categorized as the Centrally-sponsored schemes." No wonder than that Kashmir is the post prosperous region in the whole of the country in every respect: in terms of road connectivity; in terms of schools, colleges, universities and professional and technical colleges; in terms of roads and bridges; in terms of administrative units; in terms of irrigation facilities; in terms of employment avenues; in terms of drinking water and healthcare facilities; in terms of meat consumption; in terms of power generation; in terms of expenditure on woolen clothes; in terms of trade, transport and industry; in terms of agricultural production; in terms of residential houses and business establishments; in terms of private vehicles; and in terms hotels and restaurants. No wonder than that the people across the world term Kashmir as paradise on earth. But still Kashmir, which is being consistently pampered by the powers-that-be in New Delhi, is not happy. It is not satisfied. It is discontented. It continues to weep, disturb peace and creates serious troubles for itself and the Indian nation. It continues to witness turmoil, violence, shutdowns and police-crowd clashes, which invariably lead to the death of persons, sometimes even innocents, deployment of army and the CRPF, imposition and re-imposition of curfew; and which quite often disturbs to the extent possible the socio-religious and political equilibrium. Why because there are a handful of mischief-mongers and reactionary and backward-looking elements in Kashmir, who believe in the politics of exclusiveness; who hate The Other; who believe in the two-nation theory; who believe in the rigorous exclusion of The Other; who hate and abhor democracy and secularism; and who at the behest of Pakistan always want to keep the pot boiling. Why because the common Kashmiri Muslims, who are innocent, emotional and gullible, do not understand the implications of what their handful of leaders have been doing since long to disrupt everything in Kashmir and degenerate their political, social, economic and cultural life to promote their own selfish intentions; who quite often walk into their vicious trap and become a party to the negative developments in the beautiful and salubrious Kashmir Valley; who do not play the role they are supposed to play to make the authorities deliver; and who quite often follow the dictates of the vested interests, come on the roads, confront the security forces and take the law of the land in their hands, thus forcing the authorities and the security forces to swing into action. Why because there are elements in the administration and political set-up who are corrupt to the core; who are unfair and impartial; and who cater to the needs of only those close to them or those who purchase. In other words, the all-powerful, the highly prosperous and the highly rich Kashmir is sad, unhappy and bleeding, with its society not being able to isolate and punish the troublemakers, vested interests, corrupt elements and Pakistani agents and not being able to distinguish between the Indian liberal and secular democracy and what the likes of Geelanis have been striving to achieve for Kashmir.
