All Party meet may not douse flames in Kashmir | | | Will Chief Minister, Omar Abdullah's plan of convening an All Party meet in Srinagar on Monday be able to evolve a mechanism for diluting the level of violence in the Kashmir valley ?Possibilities of the All Party meet performing a miracle are remote because the issues involved are so complex that their solution does not lie in the hands of the ruling coalition or the opposition. Well the idea of taking other political parties on board is not bad. But the time chosen for such an exercise does not seem to be auspicious. It is definitely a belated move. Still political leaders who matter in Kashmir should have not decided to stay away from the meet. It does not matter if the BJP or the Panthers Party boycott the meet because their relevance in the Kashmir turmoil is as good as zero. If any party that could help the Govern-ment in turning the tide it is the PDP. But expectedly it has decided to stay away from the meet. The reason for such a decision is quite discernible. The PDP leadership has tried to exploit the ongoing turmoil for generating anti-National Conference sentiments. Not that the valley had remained a safe ground for the National Confer-ence leaders to play their political games but the current turmoil has led to further erosion in the strength and the area of influence of the National Confer-ence. It is because of this factor that the Assembly segments, represented by the National Conference members in Srinagar, have remained the source of violence, conflict and tension that spread to other parts of the valley during the last one month. If one does not believe in the theory of erosion one should watch the plight of Irfan Shah, who was elected to the Assembly from Batamaloo constituency in 2008 on the National Conference ticket, as he could not come out of his house for a couple of days because of threat from the demonstrators, protesting against the killing of youths. No doubt the demonstrations were staged in protest against the killing of 15 people in firing from the security forces the basic factor was the success the separatists achieved in inciting people to indulge in violence. During all these 30 days of protest rallies demonstrators did not raise any slogan demanding jobs, better supply of electricity, drinking water, road connectivity and health care. Each slogan against human rights violations would end with a louder slogan demanding "azadi." It is in this context that the All Party meet may not be in a position to find out a solution that coluld satiate the demand of the protesters. Yes,in the All Party meet the Government could be told about the ways and means it needed to adopt to end excesses being committed by the security forces. But the meet cannot dare to talk of a solution or solutions as far as the demand for Azadi is concerned. The way separatists have directed the protesters to use human rights violation as a tool for crying in favour of azadi itself indicates the motives behind the current agitation and the gameplan of the agencies across the LOC. The establishment in Islamabad has been quick in expressing deep concern over the killing of civilians in Kashmir. Islamabad did not think for a minute before condemning the Kashmir killings because any sort of violence in Kashmir is not treated by Pakistan as an internal matter of India. This way Islamabad does not seem to be very keen to resolve bilateral problems during the upcoming Foreign Ministry level talks. One had expected Pakistan to lend a helping hand in creating an atmosphere which was conducive for the bilateral dialogue. It was not the case and Delhi may not miss to keep a note of it especially Islamabad's continued aid to militants, opertating in Jammu and Kashmir, assistance to infiltrators in sneaking into the India territory and in kicking up border tenion.Inspite of these difficulties the main opposition parties, especially the PDP, need to help Omar Abdullah to free the valley of the current turmoil which has the potential of accelerating the level of regional conflict. At the same time the state Government should not discourage the security forces by criticising them day in and day out when the protest rallies and scenes of violence are being managed and incited by not only the separatists but by the agencies across the border.
