Despite improvement in situation troops told to remain alert

EARLY TIMES REPORT
JAMMU, July 11: Though the overall situation in the troubled Kashmir valley has started showing gradual improvement, the troops have been directed to remain alert round the clock after the Government has received reports that agencies across the border had given instructions to militants, operating in the state, to start resorting to attacks on the security pickets and on the buses carrying Amarnath yatris.
Official sources said that since June 30,when the first convoy of pilgrims were escorted from Jammu, the convoy of buses would be allowed to cross the Banihal tunnel late in the evening so that during the night hours the pilgrims reached Pahalgam.
However, the plan has been altered and under the new schedule buses carrying pilgrims will not be allowed to move ahead of Anantnag after 5.30 pm.This step has been taken following reports that militants may target pilgrims in order to plunge the entire country in deep turmoil.
Another instruction given to the security forces, according to the official sources, is to upgrade the security set up in and around the pickets, camps and the police stations in the valley in order to prevent militants and the protesters from attacking these posts.
Sources said that of late groups of militants were trying to target security personnel and the experiment was carried out in Sopore the other day when unidentified gunmen opened fire in which two policemen were injured.
Official sources said that the troops guarding the border and the BSF deployed on the International Border in Jammu sector have been directed to further upgrade the border management because agencies in Pakistan had plans of pushing into Jammu and Kashmir large groups of militants for giving teeth to the armed struggle.
According to these sources, till date militants had been asked to simply sneak into the groups of demonstrators, protesting against human rights violations, and incite people to bigger violence.
These militants had been directed to stealthily target some protesters so that for any retaliatory fire the security forces could be blamed.
With reports that people had become sick of the worsening situation which could help the valley in witnessing peace, militants have been directed to keep violence boiling.
Reports said that the situation on the border and within some pockets of the state may register incident of militancy related violence so that the upcoming foreign ministry level talks in Islamabad failed to reduce the trust deficit level between India and Pakistan.
