FINS organises interactive session on growing Naxalism | | | EARLY TIMES REPORT JAMMU, July 11: Forum for Integrated National Security (FINS) conducted an interactive session in Kargil Sabhagar, Ved Mandir today wherein large number of intellectuals, retired officers from Central and State Governments participated. During the session, the growing menace of Naxalism and Maoism and the security threat posed by the movement throughout India were discussed. The participants were concerned about the State and Central Government's response and the unabated killings of Paramilitary forces in the state of Jharkhand and the influence the Maoists are having in the normal life in the affected States. Brigadier K S Kotwal President FINS while introducing the topic reminded the participants of the Prime Minister's statement where Dr Manmohan Singh rightly described the Left Wing extremism spearheaded by the Communist Party of India (Maoist) as the single biggest internal security challenge confronting the country, today. He further retreated that the Maoist insurgency has accounted for more casualties than the insurgency in the J&K and the North East put together so far. While the number of Maoist-affected States in the country is currently assessed at 24, the movement has demonstrated the intent and potential to spread across the length and breadth of the whole country. The Maoist threat has now overtaken all other insurgencies in the country at least from the perspective of geographical spread, with various levels of Maoist mobilisation and violence currently afflicting at least 240 districts. Over the past few years, while fatalities in various insurgencies have tended to decline consistently, fatalities related to the Maoist violence have been on increase. The participants highlighted that unlike in the Jihad terrorism, the Maoist terrorists are all local Indians funded by the exhorted and looted property from Indian victims and the leadership is indigenous. Hence, mere use of the State power to coerce them to discipline is not solution. It is a movement, which does not believe in democracy, does not accept the constitutional system and intends to establish 'People's Republic' by extreme violence, terror that could be prolonged until the target is achieved. The target is to fly the 'Red Flag' on the Red Fort in New Delhi. There was a unanimous agreement to work out a consistent policy to deal with the alarming situation and the leadership and their cadre needs to deal firmly. The participants highlighted Maoists force in Nepal where they have fought pitched battles with the security forces and been able to defeat the latter. As there is no check to border the spillover is reaching the northern plains of India. They are not only affecting our security, but also our economy. We have to think in terms of fencing certain more vulnerable areas and organising patrolling. DGP (Retd) M M Khajuria and president Bar Association Jammu Sunil Sethi also spoke and stressed for the need to check the growing menace of Maoism and Naxalism by taking effective measures.
