Major reshuffle in civil admn on cards

JAMMU, July 12 : MAJOR shake-up in the top echelons of the civil administration is on cards once the situation is improved in Kashmir.
Sources in the National Conference said that the Chief Minister has been advised by the party President, Dr Farooq Abdullah that efficient and those officers whose loyalty had been tested in the past be relied on while formulating important policies. Sources said that the ruling coalition leaders suspect that there were some officers who were trying to sabotage "our plans and initiative"and it was in this context that Dr Farooq Abdullah has suggested that official who were loyal to the coalition Government, to the people and the state be posted on key posts. Sources said the Government has reports that some officers and those holding posts at a lower level were loyal to the PDP and some separatist leaders and were trying to pass on departmental decisions to them. Hence proper screening would be done to post officers loyal to the coalition government on key posts.
The leadership of the Congress and the National Conference has decided to make the interaction programme between the two partners a regular feature so that there was no room for misgivings and misunderstandings. Reports said that the Chief Minister may now pay due importance to the coordination committee. Besides, the Congress high command is said to have ignored the complaints received from the dissidents in the state unit of the Congress against the PCC chief Saif-ud-Din Soz. The dissidents had blamed Soz for not galvanising the Congress during the current period of turmoil. However, the loyalists have conveyed to the party high command that Soz and his colleagues had remained active and even during moments of crisis, protesting against human rights violations, and organised party conventions and public rallies at a number of places in the valley, including Budgam. Another report said that the state Government has been suggested that it should review its commitment it had made about paying arrears of the 6th pay commission to the employees. The state Government may renew its request to the Centre to sanction additional financial assistance so that the pay arrears could be cleared leaving no room for the employees to go on in for strike.
