Time for Omar to learn some lessons | | |
Series of events that the Kashmir valley witnessed during the last one month reveal that anti-Government and anti-India forces are so sharp and active that they do not miss to exploit a minor incident for rousing passions against the state's accession with India.This is what one has been witnessing since June 11 when one civilian was killed in police firing in interior of Srinagar.Just killing of one youth in police firing,which was ordered to quell widespread violence,has led to series of protest rallies and each rally triggered added violence in which nearly 15 persons fell dead in firing opened by security forces till date.The entire show seems to have been engineered not only by the separatists but also by agencies across the border.In fact groups of militants had sneaked into the demonstrating crowds and succeeded in adding fuel to fire.The National Conference led Government in general and the Chief Minister,Omar Abdullah in particular,failed to counter the machinations of the separatists and Pakistani agencies politically.Chief Minister had no other alternative but to call in the Army which played a minor role in reducing the level of violence.Now that indications are that the centre may not disturb the existing political arrangment Omar Abdullah needs to learn a lesson or two from these events.During the last 18 months Omar has been functioning no less than a monarch.He seems to have been guided by one principle:so long the central Government,especially the ruling Congress in the centre,is by his right side he need not bother about his alliance partners,about his partymen and even about his ministerial collagues.The result was he was forced by circumstances to fight against the separatists and against those who were trying to incite people to stage violent protests in the streets as a lonely soldier.This attitude he needs to change.He is wrong if he thinks that he can prove a wise and effective chief Minister if listens to those political minions who keep his company for 16 out of 24 hours a day.Secondly,he should avoid bulldozing the opposition,especially the PDP,all the time.Thirdly,he has not been in a position to push up the development of the state.He should have,by now,realised that political gimmicks do not help political leaders to keep people with them.He should have studied the style of functioning of Bihar Chief Minister,Nitish Kumar,and Gujarat Chief Minister,Narender Modi,who have been ,despite stiff opposition from the centre and other political groups,able to change the face of the states they head.Whatever policies that were framed,even those including resolving the problem of unemployment and increase in power generation,received no major push from the Chief Minister.Omar Abdullah needs to spend time with some experts besides seasoned bur eaucrats so that a mechanism was adopted for ensuring time bound implementation of various development schemes.He needs to adopt a procedure which could ensure full utilisation of funds earmarked by the st ate and the central Governments.He should work out a system which would create a situation that will ensure proper utilisation of Prime Minister's Rs.31000 crore package because during the last six years or so not more than Rs.8000 crores have been spent.Fourthly,he should desist from emulating the Muftis while demanding withdrawal of troops,repeal of the AFSPA and from criticising security forces.He thinks that by giving vent to his feelings against human rights violations publicy he could win over the support of people he is wrong because there are knots within knots in the machinations of the separatists,who usually work as per the inst ructions and guidance from agencies across the border.As Chief Minister he may take up the issue of human rights violations with the top brass of the police,par amilitary forces and the Army.His way of berating the security forces usually leads to their demoralisation and consequent encouragement to mischief mongers.In all he has to show to the people and the centre that he is indispensable.If he modifies his style of functioning he may be able to complete the six-year term.
