Public libraries not serving purpose | | | EARLY TIMES REPORT JAMMU, July 12: The Department of Libraries and Research of the state government is failed to serve its purpose for which it was made, as the condition of public libraries in length and breadth of the state is dilapidated. The department instead of improving the condition has shown dictatorial attitude and blamed the publishers of newspapers and books and authors by shifting the blame on them. Pertinently the department has notified an advertisement on July 2, 2010 in local dailies where in it directed all local newspapers and book publishers to comply "Jammu and Kashmir delivery of books and newspapers Act, 1961" in largest interest of the public. The notice further stated that the publishers of books and news papers in the state don't follow the said Act of 1961 under which they have to deliver at their own expense a copy of book or newspaper in the public libraries specified by the government. Also in the advertisement the department had mentioned it was mandatory on the part of the books and newspapers to deliver the published material in four main public libraries of the state. Only two libraries namely Sri Partap Library at Srinagar and Sri Ranbir Library at Jammu were mentioned in the advertisement but names of other two libraries were not mentioned in the advertisement. The question arises why they have not mentioned the other two? When enquiries were made from the department officials about the location and names of these two libraries, they had to cut a sorry figure and could not give a satisfactory reply. Senior professor of Department of Library Sciences, University of Jammu Prof I V Malhan to get his views, he stated that the condition of all the state public libraries was awful and these libraries were functioning on the old concept and also don't have proper infrastructural facility. The library science has advanced by leaps and bounds, but the departmssent of libraries of the state government is yet to apply these new methods, added Prof Malhan. There is dire need of automation in the department to make it user friendly. On visiting different libraries of the state, one could witness the thin presence of readers owing largely to the lack of proper facilities. Some readers blamed that the membership procedure is very cumbersome. |
