TRAILS OF TURBULENCES IN THE VALLEY
( OPPOSITON HOLDS THE KEY )

As it stands today, there is constant state of hostility between public and security forces (read govt) on the one side and govt and the security forces on the other while the political opposition is gunning for the govt and separatists happily calling their own shots by bandhs, hartals and calling march to Sopore and Anantnag. Most of it all is the handy work of anti national forces which ignite wide spread insurrection in the valley when ever there is any ray of hope of normalcy. Incidents as of past fortnight with that many killings or so called innocent deaths are examples of sudden volcanic eruptions whenever there is a breather from the jitters or whenever things look hanky dory for a change. All this is a sign of imminent and impending danger of likelihood of prolonged civil war in the valley. Forget the Amarnath land row agitation of 2008 in Jammu and worst counter reaction including Muzaffarabad march. This stand off seems bigger insurrection than ever before and is giving jitters to the state and centre because the hand of LeT and other ideological enemies is clearly visible in this turmoil. Despite the passage of over six decades of federal and democratic set up in India with special status to J&K under Article 370, mutual mistrust between Delhi and Kashmir as well as separatists and the state continues. Democracy and repeated elections may have dressed some wounds but has not healed them enough because politicians and vested interests have used these platforms to exploit the vote bank to turn the paradise into Mahabharta for the sake of petty political gains. Present political battle shots are worst than earlier salvos. The net result is valley on the boil again, now for weeks together. The problem started with the killing of two militants by CRPF in an encounter in Sopore. The locals did not consider the dead as militants and presumed them to be innocent. Taking advantage of the resentment of locals the separatist leader Geelani and many others incited people to protest these killings. Situation turned worst when the mob attacked and torched a CRPF camp which had constables of local police and CRPF inside this camp. To save the lives of comrades CRPF resorted to firing resulting into deaths of civilians. More deaths led to more violent protests and stone pelting. Chief Minister instead of trying to pacify or reign in the rioters; blamed CRPF in very harsh words amounting to desperate threats thereby depicted his own helplessness which emboldened the rioters to defy curfew. Such sequence of events led to more deaths and retaliatory protests spreading across the valley.

History is very interesting subjects for those who wish to draw lessons from it. The chapter on Mufti Mohd Sayeed’s governance in worst of times on how to turn political adversaries into allies and restore near normalcy has not been read by Omar. Nor could he read between the lines when Makhan Lal Fotedar, seasoned Congress politician said, “had mufti sahib continued as CM things would have been much better”. Nor did Dad teach son such chapters because he did not face worth while opposition during his rule. Hence Omar has not bothered to take the PD P along even on issues of convergence and nor will he do it ever as is evident by now; nor has congress allowed him to consider BJP any worthwhile entity in the political dispensation. Panthers, CPI(M) and independent MLAs have no place in his ways of pontification. As a result opposition will not allow the pot to cool. Why blame the separatist leaders alone. Omar like Dad is getting the tag of non serious CM. He is considered to be more of media and centre sustained CM and less of constitutional legacy. Omar will have to revisit his style of functioning and create respectable space for the opposition in his design of governance. Mufti Sahib tamed, tore and neutralised opposition for effective governance and succeeded in his objectives. Mr. Chidambram blamed LeT for the trouble which gave lease of life to the CM. Home Secretary blamed public which CM could not do. They should have advised the CM to talk to the opposition while interacting with general public. No local opposition MLA is seen in his recent public durbars which were not the party meetings. Is he not their CM as well? It will ultimately be a political consensus which can dent the anti establishment and anti security forces rhetorics of top leaders of various segments of the society. It is they and not the army which can help restore the normalcy.

Congress led govt seems to be sincere in working towards resolution of Kashmir issue to the satisfaction of Kashmiris as well as neighbours (POK and Pakistan).Like former premier Atalji; Dr Manmohan Singh is keen to see Kashmir peaceful and progressive by promoting & strengthening Kashmiriyat. Indian tradition and culture of mutual respect and tolerance as well as abhorrence of repression, extremism, radicalism & terrorism makes it a magnetic point of dialogue amongst warring factions in the society. Standing offer of dialogue with those who shun violence is nation’s state policy. That is the key to peace and prosperity in the valley. Autonomy or greater autonomy/self rule is an ideal dream for greater power and unquestioned authority for political masters but certainly not a pre requisite for lasting peace and prosperity. Hence an urgent need for an urgent course correction for the top political and non political leaders lest the public takes charge and avoidable worst of all happens.
