Implement 27% reservation: Poonch Backward Classes Union | | | Early Times Report Poonch, July 16: A meeting of All J&K Backward Classes Union of District Poonch was held here today under the chairmanship of H.D. Betab. Speakers criticized the State Government for not implementing the 27% reservation for OBCs identified by the Mandal Commission for J&K State Government Services as per the Verdict-1992 of the Hon'ble Supreme Court of India on Mandal Commission Report. It was also disclosed that constitutional right of 27% reservation in the state Government services have been sabotaged. It has been given to the OBC persons with fake identification of "Backward Area" as "RBA and ALC" by defining them as "Socially and Educationally Backward". The RBA and ALC are artificial group of Backward Classes, and the creation of state rulers only with the purpose of giving benefits to persons with political links, agents, and the kith and kin. In this way real OBC are deprived of their constitutionally safeguarded reservation. Further more, these artificial groups of Backward Classes are not included in the lists of Mandal Commission Report. Other speakers also criticized the Union Government for not taking the decision through the "Groups of Ministers" in regard to Census-2011 entries on the basis of caste and birth despite the fact that majority of MPs is in favor of caste oriented census. The Prime Minister has also given the assurance in the Parliament when majority of M.P's were in favor. The speakers in the meeting were Mohammad Amin Bhatti (Advocate), Badar Din Qureshi, Bal Krishan Banotra, Mohammad Jaman (Advocate), Mohammad Bashir Ahmed, Sharif Tabassam, and Hanif Qureshi.
