Police fears upsurge in Kashmir violence

JAMMU, July 17: Security experts, especially senior functionaries of the police,fear further upsurge in the level of violence in the Kashmir valley following failure of the Foreign Ministers of India and Pakistan in narrowing down differences between the two sides during the Thursday's talks in Islamabad.These experts say that the separatists had kicked up violence simply to force Delhi to adopt concilliatory postures during Krishna-Qureshi talks but were enraged over the way India did not yield under mounting pressure from Pakistan.
Police functionaries refer to the latest statement of APHC chairman,Molvi Umar Farooq,who stated that the talks failed because of the Kashmir issue, said that
the separatists believe that so long India did not accept a meaningful and sustained dialogue on Kashmir the chances of peace returning to the valley were bleak.
A senior Hurriyat Conference leader,Prof.Abdul Gani Bhat,said that it was appreciable on the part of India to have reopened the channels of dialogue with Pakistan but it was unfortunate that the Indian side insisted on a discussion on peace,terrorism and security.Bhat said that resolution of the Kashmir issue was key to peace in Kashmir and Delhi cannot,therefore,delay settling the kashmir issue.
In view of these developments senior police functionaries seem to be worried over the way the mainstream political leaders have not been able to supplement the
efforts of the security forces in initiating strict measures against those inciting people to violence with some political initiative that could blunt the campaign launched by the separatists and win over the support of those who had crossd over to the camp of separatists.During the last over one month besides senior leaders of the ruling coalition senior activists of other political parties seem to have gone into self-imposed hibernation leaving Chief Minister,Omar Abdullah,to fight on different fronts all by himself.His problem has been compounded by the growing factionalism in the state unit of the Congress.
Police believe that political vacuum has gripped the Kashmir valley during the last one month and if this vacuum was not filled with a determined campaign by the leaders belonging to the ruling coalition and to other mainstream political organisations separatists may assume a bigger role which could make things hot for the security forces.
Kashmir watchers argue that even after instructions from the centre to act fast the Chief Minister is yet to mobilise top leaders belonging to the National Confer ence and the Congress for assisting him in launching effective campaign against trouble mongers.Once Kashmir gets the impression that a Government,that means business,exists it could encourage security forces to initiatiate effective measures against those indulging in violence.Once the impression surfaces that no Government exists separatists may get encouraged to create added problems for the security forces who already are under pressure to observe restraint.
