State penalizes 1 violator in 10 years: Report

JAMMU, July 17: For crusaders of child rights, it may come as shock but the fact remains that Jammu and Kashmir government detected 63 violations, launched prosecution against 46 and in the end, convicted one person for forcing under-age children to work for earning bread and butter since the last 10 years.
Even as report of Union Minister of Labour and Employment has recognised that nearly 4 lakh children have been engaged as child labour in various parts of Jammu and Kashmir, it would be irony to know that only one person has been convicted since last sixty years.
While going through report of union Minister of Labour and Employment, one would be shocked to know that inspection was conducted in 7144 cases after receiving complaints of child labour abuses. However, violation was detected in just 63 cases while prosecution was launched in 46 cases.
Instead of taking strict action against accused persons, most of the time if case of child abuse is reported; it remains unhandled by concerned authorities. Notably, most of the incidents go unnoticed since minor child is not mature enough to know about his/her rights. This is also not a hidden fact that children belonging to Ramnagar, Gool Ghulab-Garh, Reasi, Ramban and other far-flung areas have reportedly become victim since they belong to poor families.
By analyzing 46 cases in which prosecution was launched by concerned authorities against accused persons, it is found that no one was executed except one while remaining 45 persons were not convicted.
While going through report hilly district Udhampur comes at the top with 27, 058 cases of child labour abuses in whole Jammu and Kashmir State while district Doda comes at second number with 25097 cases. And the border district Poonch falls at third number with 23, 676 cases of child abuses, district Baramulla with 15, 999 cases while in Anantnag district 14, 860 cases were reported in the census of 1991.
Interestingly, Leh (Ladakh) falls at the lowest level with 1, 421 cases while in Kargil 1672 cases of child abuses reported across the state of Jammu and Kashmir State. Report further mentions that 9980 cases were reported in district Jammu while in district Rajouri, 9619 cases have been reported. In district Kupwara 9024 cases detected, in Srinagar 8835, Pulwama 7836, and Kathua 7570.
It may be mentioned here that few hilly pockets of district Udhampur are inhabited by poor population which force them to send their wards to Jammu and outside the state to work as servants in houses.
