Omar to submit proposals on dealing with violence | | | EARLY TIMES REPORT JAMMU, July 18: After Prime Minister, Manmohan Singh, suggested to Chief Minister, Omar Abdullah, to send a proposal on what Delhi should do to help him in containing violence and unrest in Kashmir, the state Government has started its exercise on framing a memorandum which would be submitted to the centre. Official sources said that among many things Chief Minister will suggest to the centre to withdraw troops from within the civilian areas in Jammu and Kashmir and send additional companies of paramilitary forces to deal with the situation in the valley. The men of the paramilitary forces continue to be under stress and strain because of the of the fatigue they have experienced while dealing with the rioters in Kashmir during the last one month. Senior police functionaries want additional forces which could give some rest to the forces already operating in Kashmir. The state Government will also demand better equipment for the police and the paramilitary forces so that those indulging in violence and stone pelting were handled without any loss of life. Chief Minister will, in the proposal, suggest to the centre to reopen the channels of dialogue with the separatists and others so that they remain engaged in the dialogue process instead of inciting people to violence. Another proposal is to create better atmosphere so that Delhi-Islamabad talks were held without any fresh hurdles. Yet another proposal relates to the demand for either repealing or for amending the AFSPA. Omar Abdullah believes that the very Act is a red rag to the people in Kashmir. He may also need additional funds from the centre for giving jobs to more unemployed youths so that they were not lured to indulge in violence for which they received money. Another proposal pertains to central Government's assistance in increasing its investment in the industrial sector in Jammu and Kashmir so that more youths could get jobs in those industries. Official sources said that Omar Abdullah may renew his demand for reservation of jobs for the youths from Jammu and Kashmir in the Army, Navy, Air Force and para military forces so that at least 7,000 to 10,000 boys and girls from the state were able to get recruited in these forces annually.
