NREGA 'scam ghost' hunting RDD Rajouri | | | EARLY TIMES REPORT RAJOURI, July 18: Though National Rural Employment Guarantee scheme had given mandate to Congress ruling the country for its amazing response from all over India, the scheme is allegedly not working properly in district Rajouri with about 50 labourers of Budhal area alleging a big scam in it. These labourers are awaiting wages for the last one year and alleged that the department has started "mate" system in the scheme in clear breach of the guidelines of the act. However department says that these people had initiated work at their own but they are also going to accommodate this work under the scheme. Though there is clear provision in the act to provide wages to the labourers in 15 days after completing work under NREGA, sources said that Rural Development department has violated the act with about 50 labourers waiting wages in Budhal area for the last one year. "I had worked for 60 days last year in March but still my wages are pending", Maqbool Hussain son of Hassan Mohammad of Prori Gujran bearing Job Card No 0219 said. Another Job card holder with No 0220 namely Mohammad Younis of the same village said that he had also worked for 60 days last year and has not received wages till date. Zubair Ahmed son of Lal Hussain resident of Tarkassi village with job card number 0223, Wali Mohammad son of Mohammad Din, Job card Number 0224, Javaid Iqbal son of Nazir Hussain, Job card number 0225, Zahir Abass son of Mohammad Sharief with Job card number 0106 were among at least 50 labourers of Prori and Tarkassi area of Kotranka tehsil who alleged that they have not being paid wages under NREGA for the last one year. These labourers have also exposed that the department has allegedly started "mate system" to get "commission" from him. "The mate is collecting Job cards and there is no need to do any work. Bills are being managed on the past works and card holders are being shown as labour", labourers alleged adding "some job card holders get 50 percent from the mate for giving card to him". These labourers alleged that the department is allegedly on open loot in the area and labourers are being misled by the officials. "We are being told by BDO to meet ACD who tell us to meet BDO and this process is going on for the last one year", Maqbool Husain resident of Prori Gujran said adding that there is big scam in the department but government is non serious to probe it. "We will help government in exposing the scam if some independent probe is ordered", he said adding that this scheme has become headache for the people as they had to make rounds of the government offices for getting even 60 days' wages. When contacted, Assistant Commissioner Development Subash Sharma said that the residents had initiated these works at its own without formal approval of the department. He however said that they are also being accommodated by entering their work under this scheme. "As soon as we will complete our formalities, we will provide wages to all the people", he assured. ACD however refuted any mate system in this scheme. "We are directly giving cheques to the labour and not mate", Subash Sharma said adding that the department is facing problem of opening of Bank accounts which is a major reason of some delay in the payments. "Payments may have been delayed but there is no scam in the scheme", he said.
