Differences widen between Delhi and Islamabad | | | Even though Delhi and Islamabad have favoured the need for keeping the channels of bilateral dialogue open indications are that India does not seem to be keen to set another date for yet another meeting.The reason being sharp differences that cropped up during the Thursday's talks between the foreign ministers of India and Pakistan in Islamabad.The talks,which were aimed at reducing the trust deficit level and promote confidence building measures,ended in widening the gulf between Delhi and Islamabad.Interestingly,till the Indian Foreign Minister,S.M.Krishna,was in Pakistan Islamabad avoided adopting some offensive postures.Soon after Krishna reached Delhi the foreign Minister of Pakistan,Shah Mehmood Qureshi,stated that the Indian side was not prepared for the dialogue.In support of his contention he said that Krishna and his team members had kept on seeking advice and guidance from Delhi.He had also stated that against that he (Qureshi) had been given the full authority to take part in discussion on any issue that cropped during the meeting and take any decision.This was countered by Krishna who said that he had not sought any advice or direction from Delhi during the talks as he had already been briefed on the stand he had to take during the meeting.He stated that he had the mandate for discussing issues that came up during the meeting and hence there was no need for him to phone Delhi for seeking guidance.Later Qureshi claimeed that Krishna did not react when he (Qureshi) had expressed reservation on the latest statement of Indian Home Secretary,G.K.Pillai,in which he had held the ISI guilty of its involvement in the Mumbai strike.But Krishna made it clear that it would have been immature on his part if he had reacted as he was against any move on his or his team's part which could sharpen the differences between the two sides.He had claimed that before leaving for Islamabad he had been suggested not to react if Qureshi or his side raised ojections to pillai's statement.All thse events,leading to the end of the talks,indicate that Islamabad has felt frustrated when it found that Delhi was unyielding on its demand,especially its suggestion on fixing a timeframe for resolving the bilateral issues.Not only this,Islamabad had tried to make the parleys Kashmir centric while Delhi wanted to have a debate on peace,terrorism and security.Whatver may have been the reasons for the talks to be unproductive there is growing worry among Kashmir watchers that the separatists and militants,operating in Jammu and Kashmir,may receive added aid and assistance from agencies across the LOC for kikcing up more violence in the valley.Also,Islamabad may not,despite its assurance given to Krishna,intervene if the Pakistani troops keep on violating the seven-year long ceasefire on the border by targeting the Indian border posts and pickets. Islamabad or agencies across the LOC may step up assistance to groups of militants in sneaking into Jammu and Kashmir for giving teeth to the current violence.It is in this context Delhi is to prepare itself for meeting the machinations of Islamabad politically on one side and on the other initiate measures that acts as a deterrent to the infiltrators and to the troops that try to violate ceasefire.Since the two sides have not been able to narrow down their differences it will be proper for the centre and the Kashmir Government to provide much needed encouragement to the security forces deployed in Jammu and Kashmir because repeated criticism of the forces on human rights violations usually leads to their demoralisation.Even if Pakistan has renewed its efforts for keeping the establishment in Delhi in good humour,Islamabad may not right now abandon its moral and material aid it has been providing to militants and the separatists.Delhi needs to keep a watch on it.
