EARLY TIMES REPORT
SRINAGAR, July 19: In what can be seen as paying heed to his father Dr Farooq Abdullah's advice swiftly, the Chief Minister Omar Abdullah today pulled up the administration, talking tough on implementation of decisions taken in the district development boards and other meetings.
Former Chief Minister and Union Minister Dr Abdullah, it is pertinent to mention, of late has been reinforcing this suggestion to his Chief Minister son that in order to deliver and govern in a better and effective manner, he will have to tighten the noose of bureaucracy and senior officials in the administration in general. Farooq, it may be reminded, has also been advising him repeatedly during the past few days that he must pull up the administrative machinery, give responsibilities and show door to those who refuse to perform.
"No excuses will be taken about the failure or delay in the implementation of the decisions and whosoever found guilty would be taken to task" he said, meaning comlete business and directed the administration to be prompt and responsive to the public demands at all levels.
The Chief Minister announced a Monitoring Cell in his Secretariat, to be headed by the Principal Secretary to Chief Minister, to monitor the status of progress on various decisions taken at meetings chaired by the Chief Minister including District Development Board and public meetings. "The Cell will monitor the implementation of decisions on monthly basis and prepare a status report. Action will follow for any lapse by the concerned functionaries on this count howsoever high he may be" he maintained.
Omar Abdullah said this while chairing Srinagar District Development Board meeting here when some legislators brought to his notice that implementation on some decisions taken in previous Board meetings was at a snail's pace.
The Chief Minister made it clear that he will not tolerate any short comings or failures on the part of the officers in translating the decisions taken into action and implementing these faithfully and sincerely. "I will not take any excuse on this count" he warned.
