Why are people mum over HR violations by militants? | | | Industrialists in Jammu and Kashmir besides unemployed youth are worried over the continued turmoil, violence and shutdown in Kashmir valley. Their fears and worry are not unfounded because peace and normalcy are key to industrial development. Since 1990, when militancy assumed serious dimensions in the state, the private and Government investment in the industrial sector has remained quite tardy. While on one hand big business houses opened their units in various states, including Himachal, Haryana, Punjab and Uttra-nchal they showed deep reservations in setting up units in Jammu and Kashmir. They were not willing to set up units in Jammu and Kashmir despite lucrative incentives. Not that these big business houses were biased against Jammu and Kashmir but the continued turmoil and adverse security environment prevented them from coming to Jammu and Kashmir.One can gauge the extent of loss in the investment in industrial sector in Jammu and Kashmir. During the last 10 years the total private and Government investment in Himachal and Uttranchal had ranged between Rs.3,000 crores and Rs.8,000 against Rs.300 to Rs.500 crores in Jammu and Kashmir. Even the Federation of Chamber of Industries in Kashmir has appealed to the central Government to address both the internal and external dimensions of the Kashmir issue so that an atmosphere became conducive for the development of industries, trade and transport. The Federation has expressed deep concern over the losses being faced by the industrialists, traders, transporters and those connected with tourism etc. The federation has claimed that the sectors of industries, trade and transport provided jobs to 10 lakh people in the valley. People fear that if the current spell of violence, shutdown and unrest continued for another one month or so most of those working in the private sector in the valley may lose their jobs. The state Government has candidly admitted, on a number of occasions, that the Govern-ment sector had limited avenues for providing jobs to the unemployed youth. It has favoured growth in the industrial sector which could supplement the Government's plan of resolving the problem of unemployment. But so long Kashmir valley does not become free from violence even a limited growth in the industrial sector was out of question. In that case it would compound the problem of unemployment. Well every right thinking person in the Kashmir valley has the reason for shedding tears over the loss of 15 lives in the police firing. One question is being asked by those who keep on igniting violence in the valley. Have they mourned the loss of several thousand civilians, including women and children, in various parts of Jammu and Kashmir during the last 21 years ?Have they given a call for shutdown and taken to the streets while wailing against those civilians who had been gunned down by the terrorists ?People in the valley raised a lot of hue and cry over the alleged rape and murder of two women in Shopian last year because they had been misled by antinational elements that security forces were behind the incident. They had a cause to cry against. But have these people raised their voice against those terrorists, especially foreign mercenaries, who indulged in rape and murder of women in the state? They have not done so because of obvious reasons. But those who have been inciting people to take to the streets and indulge in violence need to be reminded neither the activities of the terrorists nor the occasional Intifaada (peoples resistance) had any impact on the geographical contours of Jammu and Kashmir. It failed to get the borders of the state with Pakistan redrawn. Hence it is time for the well meaning and right thinking people in the valley to persuade the separatists to desist from triggering violence and instead work for a sustained dialogue so that some of the problems facing people found a resolution. They should allow the state to register phenomenal growth in the sectors of industry, agriculture, horticulture, tourism, health and education which alone were key to progress and prosperity. |
