Delhi needs tough postures against Pak's obduracy

When a major section of people in Kashmir are for Azadi can one expect that they would be free and fair while replying to questions during a poll survey conducted on determining the reasons responsible for the current spell of violence and turmoil ?It will be definitely wrong to expeect an impartial and unbiased view from those who have been supporting anti-India forces.This is what one finds in the opinion poll conducted by the Outlook Magazine for finding the r easons for the current turmoil.The opinion poll gives a lie to the claim of the Union Home Minister,P.C.Chidambaram,and senior functionaries of the Indian intelligence agencies that the current turmoil had been triggered and incited by agencies across the border.As was expected the opinion poll conducted in Srinagar
had revealed that 75 per cent of those interviewed did not seek Pakistani hand in the violence in Kashmir.Well the protesters have been heard shouting slogans against human rights violations committed by the security forces.In fact the killing of 15 youths,on different days,by the security forces had triggered turmoil and violence.Still not more than 11.7 per cent,covered under the opinion poll, held the security forces responsible for the turmoil and unrest.Against this 45 per cent
blamed the central Government for having created the mess and 38 per cent were dissatisfied with the performance of Omar led Government.Interestingly 45 pthe protesters were heard demanding resignation of Omar Abdullah.Since the opinion poll seems to be miles away from the ground realities it will be politically unwise on the part of the Government of India and the state Government to frame their future policies in terms of the opinion poll.There is a deeper factor responsible for the rise of violence intermittently during the last 21 years.It is better for the Government of India to adress that very factor even though it is not within the reach er cent favoured Azadi as the only solution to the current crisis indicating that the reason for the turmoil is not the performance of the NC led Government or the human right violations.Again amazingly not more than 1.7 per cent of those interviewd blamed the Hurriyat leaders for inciting trouble.Such an
opinion seems to have been given by those who may be the overground workers of the separatists because whatever incidents of violence took place had been the result of the call given by the Hurriyat leaders for organising protest rallies,streets fights against the police and for total shutdown. Once an outsider visits the valley he or she may not be able to discern the level of pre-fixed opinion which range between pro-azadi and anti-national sentiments.Again interestingly none covered under the poll had the chin to blame either the Pakistan sponsored insurgency or the activities of the foreign mercenaries for the dance of death and destruction in Jammu and Kashmir during the last 21 years.If one does believe in the opinion poll how does one explain a phenomenon in which protesters simply shouted slogans in favour of azadi and in certain cases in favour of Kashmir's incorporation with Pakistan? If the opinion poll says that 75 per cent,covered
during
the survey,did not see Pakistan's hand in the turmoil in Kashmir why do the agencies and the Army across the LOc help militants in crossing into Jammu and Kashmir for giving teeth to violence ?If 38 per cent,interviewed for the poll,were dissatisfied with the performance of the Omar Abdullah led Government why did not the protesters raise slogans against growing unemployment,against power and drinking water crisis against poor health care and other development works ?Not many among of an immediate solution.One thing is certain.Since Kashmir is considered as the root cause of the prolonged political malady in the Indian subcontinent Delhi needs to adopt tough postures against Islamabad whenever the establishment in Pakistan demosntrates obduracy and inflexibility during talks on the issue.(eom)
