Governmentt imposing vague policies on pvt institutes | | | EARLY TIMES REPORT JAMMU, July 20: The Department of School Education are devising vague policies and instead of helping the stakeholders causing unrest and complicating the things further. It seems that Department is least bothered to put the things in order and making fussy things to happen. The most recent vague policy was the guidelines issued to the private coaching institutes in the urban centres of Jammu region. They were asked to obtain prior permission from the department to start their functioning and adopt proper guidelines in fixing fee structure and providing proper infrastructural facilities to the students of the down trodden sections of the society. The notification had also mentioned that the private coaching centres should also provide free coaching to some sections of the society. At this time of beginning of the new session, students particularly of the Board examinations are thronging up in the private tuition centres to get admission. It is pertinent to mention here that the policy was devised in isolation and without the advice from the concerned experts. Moreover, the opinion of private coaching centers was also not taken into consideration. Interestingly, the guidelines were issued only to hog the limelight and show people that the Department was concerned about streamlining the things. But unfortunately, the department only issued the guidelines in newspapers and forgot to implement the same on ground. The guidelines are not being implemented so far by most of the private tuition centres in Jammu not to talk of the rural areas and also government teachers including lectures of school and colleges were openly involved in private tuitions and minting money from the students. About two months have been past since the issuance of the government order but there is no improvement to stream line the education system in the state. Before two months ,the state government has published a notice in some local dailies to frame proper guidelines for private educational institutes particularly for private tuition and coaching centres to put a check on them to save the career of the students. After the frequent complaints from various quarters about the alleged highhandedness of mushrooming private coaching centres in every nook and corner of the state, the State Government had directed the private coaching centre sometime ago that all the tutorials must have registration with the government before starting a batch in this new session, and also to provide other details like number of students enrolled in the institutes, details of the qualifications of their staff, details of fee structure, and above all 10 percent reservation to poor and needy students. It is pertinent to mention here that there are more than a hundred private coaching institutes operating in Jammu city and its adjoining areas provides coaching for all classes from Primary to University level, and even for competitive examinations. Besides issuing guidelines, the government had also decided strictly impose the ban on the government teachers to provide private tuitions. When contacted, Commissioner Secretary Education G A Peer said that the policy was made by the Government and there was absolutely no need to contact any expert as he himself possess vast amount of experience pertaining to School Education . When asked why no action was taken as far as this policy was concerned, he said that every policy takes some time for proper implementation. He also said that the Directors of School Education of both the provinces are working on it and the implementation part lies with them.
