Panchayat structures used as cow sheds, urinals | 46 Rajouri Panchayats building-less | | EARLY TIMES REPORT RAJOURI, July 22: As the state government has planned Panchayat election in October this year, there are146 Panchayats in border district Rajouri which have no building to hold the election and establish the villages' own 'government'. There are also 30 Panchayat Ghar which have turned to cow sheds and urinals as their work was left midway during 10th Finance Plan of Government of India. Among the 296 total Panchayats in Rajouri district, 146 Panchayats have no building. As the government is going to hold election of Panchayats in October probably in 9 phases, the condition of Panchayat Ghar speaks itself about the seriousness of government towards establishing village government. Most of the Panchayats which have no building falls in Budhal, Thanamandi and some parts of Kalakote tehsils. Sources said that among the total 150 available buildings of Panchayats in district Rajouri 30 Panchayat Ghar have reportdely turned into cow shed due to the reason that the department had left construction work in mid-way during 2001-2004 and could not resume work till date. Departmental sources said that such Panchayat buildings are mostly found in Budhal, Darhal, Kote Behrote, Keeri and Gunda areas where people have started using these structures as cow sheds. Sources said the department was assured sufficient amount for these buildings during 2001-2004 but the funds were stopped midway during the construction and these buildings remained incomplete which left a chance for the locals to enter and use it according to their need. Few tied cows and some started using these buildings to attend natural calls. Among these buildings, maximum are not having cement, electric fitting, water facility and few are reportdely without roof. There are also many such structures which are being used as Urinal by the commuters. Among various such Panchayat Ghars, one is situated in Tarkassi village of Kotranaka tehsil where residents said that the building meant for Panchayats have turned urinal because it is open for any people due to non availability of doors and windows in the building. "Many a times, i have seen people attending natural call inside Panchayat ghar", a local resident associated with Yuva Allianz for Peace and Development- an NGO working for the people. He added that this Panchayat ghar is also used as cow shed. "I have seen cows and sheep in this building at night", he added. Sources said that government had supplied some furniture items and other utensils/ crockery items but there are few Panchayat ghar where the items were delivered however sources said that some members of the former Panchayat's have diverted these furniture items to their own houses. Residents of Tarkassi complained that there was furniture supplied for the Panchayat ghar and the same was landed somewhere else. "Various furniture items and crockery which was supplied for this Panchayat Ghar are being by some former member Panchayats", Advocate Riyaz Choudhary, a resident alleged demanding probe in the supply. However Block Development Officer Yar Ali Khan said that he will investigate in the matter. When contacted Additional Commissioner Development Rajouri Subash Sharma said that these 146 Panchayat buildings will be taken up for construction very soon and they have already taken up the issue with government. "We are managing to construct 50 to 60 Panchayat Ghar through NREGA scheme and have demanded funds for construction of the remaining buildings. He said that about 30 Panchayat Ghar in the district are not in better condition. These were either occupied by army or left midway due to stoppage of funds in 10th plan. "We have already given an estimate of Rs 58 lakh for renovation of the same and we will get it in 12th plan", Subash Sharma said.
