Over 30,000 SPOs facing bleak future in J&K | Govt tight lipped about their regularization | | ASHWANI EARLY TIMES REPORT JAMMU, July 24: With State Government undecided over their regularization the fate of 30,0000 SPOs is uncertain in Jammu and Kashmir State who were engaged over 12 years back to assist the local police in maintain law and order in the militancy ravaged state and restore peace. Though there is a provision in State Government for regularization of daily wagers in other Government departments after completion of seven years service and thousands of such daily wagers have been regularized in the various departments till now but no such provision has been made for the SPOs. With Government overlooking the issue many SPOs who have become over aged now face a bleak future as they can not apply for a job anywhere, said Bhola Ram of Doda whose son is working as SPO for last 12 years. He said despite the repeated pleas made by us to successive Governments in the state no steps were taken for regularization of SPOs who are working on a paltry sum ofRs3000 per month. This is a total injustice with these hapless people as under the present hard times they can not feed their families on a paltry sum of Rs3,000, he added. Mr Ram while questioning the rationale behind payment of paltry sum of Rs 3000 to the SPOs who perform same duties as are performed by the other constables in Police Department of the state. While the regular policemen are paid Rs 15,000 as salary the SPOs are paid only Rs 3000, he added. My husband has to feed a family of five members, said Rehana Rasool wife of another SPO from Ramban. My husband is a graduate from Jammu University and after he could not seek a Government job he was appointed as SPO 12 years back. Now he has become over aged and has no chances to apply any where else for a regular job, she added. In case the Government fails to regularize the services of SPOs in the state, their hopes will be dashed to ground. Rehana said our's being a welfare state the Government is duty bound to think about the future of these hapless people and it should not delay any more in dispensation of justice to the thousands of SPOs in the State who are running from pillar to post for the same for years together. What is the problem for Government in regularizing the SPOs when it has candidly admitted that one of the main reasons for prevailing unrest in state is unemployment, said Sadiq Ali a social activist from Kulgam township of South Kashmir. The Government should take measures to eradicate the growing unemployment in the state and how can this be possible when it can't gurantee the job securoty to 30,000 SPOs in the state, he added. Justifying the cause of the SPOs he also sought an intervention from Union Government asking it to come forward with liberal assistance to the state so that it can regularize the SPOs within a stipulated time frame. Supporting him Gh Rasool Butwani a trade Unionist from the state and general secretary Low Paid Government Employees Federation said the Government should frame a policy for regularization of SPOs as has been done in case of ReT teachers. It is a pity that after service the Police Department for years together for years together the SPOs have no chances of regularization which is an injustice with these hapless people. However the authorities are giving a different version to it. They said that the SPOs have been appointed totally on temporary basis and hence can't claim regularization. It is a temporary appointment whose honorarium is borne by security related expenditures in the state. |
