Farooq suggests Omar to keep in touch with Governor | | | EARLY TIMES REPORT
Jammu, July 24 : If the recent turmoil in Kashmir had any positive political fallout it has been in the shape of resh proximity between Governor, N.N. Vohra, and Chief Minister, Omar Abdullah. The two had drifted apart during the last about nine months. The reason being Omar remaining away from the state for a number of days in a week. When the valley was gripped by turmoil in the shape of groups of people clashing with the security forces while protesting against the killing of several youths Vohra wished to discuss the situation with Omar Abdullah. Since the Chief Minister remained inaccessible the Governor had to bank on his meetings with the Chief Secretary and the Director General Police. However, when Farooq Abdullah,Union Minister,got the wind about the Governor's displeasure with the Chief Minister he informed Omar about it and suggested to him to keep in touch with Vohra and seek regular guidance from him.Experience has tought Farooq that to be able to remain in power in Jammu and Kashmir it was necessary for the Chief Minister to keep the central Government and the Governor in good humour.It was out of his experience that he asked his son to avoid neglecting the Governor. There have been series of instances to show that whenever the Chief Minister had cordial ties with the centre and the Governor he had usually no problem. In case the Chief Minister's ties with the centre experienced strain his going could witness rough patches even when he has the backing of the Governor.In 1977 the Congress,which had supported Sheikh Abdullah to head the Government after he finalised an agreement with Indira Gandhi in 1975,decided to withdraw support the then Governor,L.K.Jha,accepted Sheikh Abdullah's recommendation for dissolving the Assembly after placing the state under the Governor's rule. Jha had not accepted the plea of the Congress,which had lost power in the centre in 1977 elections,for inviting it to form the Government after the resignation of the Sheikh who had lost majority in the Assembly.Jhan accepted Sheikh Abdullah's advice because the two had friendly relations. The result of the strained relations between the then Governor,Jagmohan,and the then Chief Minister,Dr Farooq Abdullah,between 1984 and 1990 are well known.Farooq Abdullah had maintained good relations with B.K.Nehru who was the Governor of Jammu and Kashmir in mid 80's.In fact Nehru had not accepted Indira Gandhi's suggestion that he(Nehru) should invite National Conference dissidents to form the Government after dismissing Farooq led Government. This is said to be the main reason for recall of Nehru who was replaced by Jagmohan.Farooq Abdullah later would blame Jagmohan for dismissing his Government and allowing G.M.Shah to form the Government with the support of the Congress.It was this very anger which is stated to have provoked Farooq Abdullah to resign in protest against appointing Jagmohan as Governor for the second time in 1990. During his three-year tenure as Chief Minister the relations between Mufti Mohd.Sayeed and the then Governor,S.K.Sinha,remained far from cordial.The Mufti had almost stopped visitinng the Raj Bhawan and Sinha continued to send adverse reports to the centre. Mufti's successor,Ghulam Nabi Azad,was the only Chief Minister in recent years whose relations with Vohra remained very cordial.Azad would regularly consult Vohra.And Farooq Abdullah has suggested to Omar to follow Azad's policy. And of late Omar had followed his father's advice and is seen as a regular visitor to the Raj Bhawan.He will not be a lose.He is bound to gain from the experienced bureaucrat of the calibre of Vohra. |
