Probe sought into poor utilisation of funds

JAMMU, July 27 :Several political leaders, belonging to the Panthers Party, BJP, PDP and BSP are concerned over the inordinate delay in implementing various development projects in the state.Panthers Party, working Chairman, Harsh Dev Singh,and senior BJP leader, Ashok Khajuria, said that the Government should not allow the development works to suffer in the Jammu region if it has not been able to take in hand on different projects in the Kashmir valley because of the ongoing turmoil. Meanwhile, Harsh Dev demanded a high level probe by a team of experts from the centre into the factors that led to the under utilisation of the Prime Minister's reconstruction programme and into the delay in the formation of the district plans. He wanted the team to fix the responsibility because usually the state agencies blame weather related problem for poor utilisation of funds. Senior PDP leader, Nizam-ud-Din Bhat, said that delay in convening of the district development board meetings had impact on execution of works on new projects. He said that a number of development schemes, both in the state and the central sectors, would not be completed on time and for the state Government should be held responsible.He said that the pace of work on various development projects had remained unhindered and number of projects had been completed within the stipulated time during the time Mufti Sayeed was the chief Minister between 2002 and 2005.He alleged that after 2005 the state has neither witnessed peace nor progress because of the faulty leadership.Harsh Dev said that the National Conference led Government simply projected its success in getting the annual plan size raised to R s.6,000 crores and the Prime Minister's Reconstruction programme having gone up to Rs 30,000 crore.
He said what was purpose of the Rs 30,000 crore programme when during the last over five years only Rs 8,000 crore had been spent. He said what was the purpose of the Rs 6,000 cr annual plan when the major portion of it was to be spent on the non-plan activities.
