Separatists continue to grow in size and strength | | | When a senior leftist leader, M.Y.Tarigami, recently pleaded for a dialogue with all shades of political opinion for resolving the current turmoil he echoed the feelings of other political leaders.Tarigami wanted the parliamentary committee to hold talks with mainstream political groups and the separatists besides the youth. Well Delhi has been in favour of the dialogue.The state Government headed by Omar Abdullah is keen to see the Delhi-separatists talks resumed.Both Delhi and the separatists are responsible for the mess in which Kashmir finds itself during the last several years.Whenever separatists,especially the moderates,have voiced their interest in resuming talks with Delhi those who matter in the union capital have been found absent in responding to the demand of Molvi Umar Farooq and his colleagues.And when Delhi shows its willingness for holding talks with the separatists either the separatists develop cold feet or militants create a scare which forces the moderates in the separatist camp to lay conditions which usually are not acceptable to Delhi.At times Delhi,as has been the case recently when Prime Minister,Manmohan Singh,announced that the Government was willing to hold talks with all those who are on the other side of the fence provided they abandoned the path of violence,also lays preconditions which are usually rejected by the separatists.Tarigami says that talks be held with all shades of political opinion including the separatists.Possibly he has forgotten that the separatists have never been prepared to share space with other mainstream political parties during any talks which are initiated by the centre.This is what happened when on the Suggestion of Manmohan Singh roundtable conferences were held for addressing all the internal dimensions of the Kashmir issue.The separatists refused to attend these roundtable conferences on the plea that these meetings were being held to recommend ways and means for improving the governance in the state and formulate a blueprint for the state-centre relations.The separatists simply wanted the talks to be Kashmir centric and that too with a rider that any solution or solution that could have been discussed during the meeting needed to be discussed with Islamabad.On many occasions these separatists want the Kashmir issue to be settled through triangular and not bilateral talks.They are in favour of Kashmir centric talks between Delhi and Islamabad but at the sametime the leaders,as they put it,who represent the aspirations of the people of Jammu and Kashmir be involved in the bilateral talks after some progress was achieved by the two sides.Hence one cannot expect separatists,both moderates and the hawks,to accept invitation from Delhi for talks with other mainstream political leaders.The separatists say that since the opinion of the mainstream political leaders about the Kashmir issue was already known it was futile for the former to sit with the latter on a roundtable while holding dialogue with the centre.Yes,Tarigami is not wrong when he has also pleaded for a review of the employment package so that over five lakh youths,registered in the employment exchanges,got jobs which could cast a pleasant impact on the valley situation. But Tarigami is himself witness to the fact that during the last 47 days' of turmoil and protest rallies not a single slogan was raised demanding end to problem of unemployment.It seems that the antinational elements,active in the valley,had hijacked the agitation which was launched to protest against human rights violations.Yes slogans criticising human rights violations were raised but the pro-azadi and anti-Government slogans were louder than any other slogans.Hence Delhi and Islamabad need to come to some agreement on Kashmir and once it was done separatists and militants would lose their teeth for inciting people to violence.If the two sides fail to promote cordial ties separatists may continue to grow in size and strength.
