Indian Foreign Policy in Tatters

The way in which the recent talks between the foreign ministers of India and Pakistan have concluded shows the extent of pressure and despondency under which the two countries are working .There is certainly no blue print which has been formalized to pave the way for the smooth conduct of talks. Pakistan has its own compulsions to act in haste .The reason being its policy of patronizing Islamic terrorism machinery and infrastructure which it has used as a strategic tool to wage low intensity maximum return oriented proxy war to destabilize India and hamper it's economic and defense preparedness. Besides its own terror war machinery has boomeranged against its own people and this machinery has proved the sanctuary of the almost every terrorist who wants to carry out jihad in any part of the world. And then not to forget the pressure exerted by the US to help it out to nab the Osama bin laden and his other operators who are supposed to be in the safe havens provided by the Pakistani state's military and intelligence operatives. In the first place when the Indian foreign minister S.M. Krishna conducted the dialogue, it was seen as the mature handling of the bilateral talks but the bubble bursted when his Pakistani counterpart S.M.Qureshi equated the Indian home secretary G.K.Pillai with the Hafiz Saaed,the internationally notorious mastermind of terror attacks in India .
This fiasco has lessons of its own which the Indian political leadership will have to learn if they want to carry forward the national interests of Indian nation forward as far as the international diplomacy and foreign relations are concerned. When P. Chidambaram,the Indian home minister went to Pakistan and talked with the Pakistani state it was quite clear then he must have exchanged the revelations made by the David Coleman Headley to the FBI sleuths regarding the 26/11 Mumbai terror attacks.
Then what prompted Qureshi to fire his salvo when Krishna was still in Pakistan?By naming the involvement of ISI in the terror attacks on India is not a new case in point. From the inception of Islamic terrorist movement that has changed the demographic composition of the Kashmir valley in particular and the J&K state in general the role of ISI and the Pakistani military establishment is well known. The reason is simple that Pakistan has well learned the art of hoodwinking the US establishment to the great extent even when Hillary Clinton,the secretary of state is well aware of the Pakistani army's involvement in giving shelter to the Osama bin laden and his organization Al Qaeda in and around Af-Pak territory. Indian policy makers must recognize the fact that it is not only American pressure that is working on Pakistan to talk to India but the Pakistani pressure as well on the US policy makers to strike a deal on J &K which has a tilt towards the Pakistani point of view.
Pakistan has succeeded in making clear to US that it will help it in smoking out Osama and Al Qaeda but it will have to ensure the exclusion of J&K from the Indian union. Moreover, the failure of the foreign minister level talks should be attributed to the military establishment of Pakistan which has tried to kill two birds with one stone-one that by implicating it in the terror attacks on India it does not want to be identified with rouge elements and asked the civilian foreign minister to give it clean chit, which he tried to his best. Second it wants to convey the message that what is happening in Kashmir is not insurgency but genuine freedom struggle and at the same time demonstrating that only army calls the shots in the policy matters of Pakistani polity no matter how strong the elected government may occur. It was during this chaos that the incumbent Pakistani Army chief,Gen.Kayani's tenure was extended which was otherwise to expire shortly. Thus Indian foreign Minister S M Krishna's reprimand to the home secretary G K Pillai that his statement to blame ISI for the terror attacks on India was ill timed is not justified in the wider national intrest.Itspeaks volumes about the qualification of Krishna to be a foreign minister of a country which is engulfed by the terrorism of all hues whose links and roots are in the strategy of Pakistan's ISI to destabilize Indian union.Krishna's statement holding Pillai's statement responsible for the hostile comments of Qureshi is tantamount to exonerate the terror operatives based in Pakistan. By this statement Krishna seems to be acting like the foreign minister of Pakistan and not India. Surely he needs some lessons on foreign policy.
And then the reprimand of the US that India should have refrained from implicating ISI and making public the revelations of Headley speaks volumes about its sincerity to fight the war against terror. What US is doing in Afghanistan is solely its national interest and has nothing to do with the terrorism imported from Pakistan to India. India needs to understand this for its national interest!!!!!!It has brought to the fore the lack of coherence as far as the comprehensive outlook of the Manmohan Singh government is concerned.It seems that there is clear division of unanimity of the policy towards Pakistan and terrorism. The strain in the government has come out in the public as far as the utterances' of the Union Home Ministry and Foreign Ministry are concerned.
