Rs 70cr for barrage over Tawi, nod to draft policy on transfers

SRINAGAR, July 27: In the cabinet meeting held here today, the government also gave its sanction on postings, placements of some senior engineers besides approving transfer of some officers in the middle rung administrative officials.In what can be seen a a major step towards ensuring regularity in cabinet meetings, it was unanimously decided to meet every week.The draft policy on the transfers, which faced some hiccups in the backdrop of some resistance from Congress, was given a nod in today's meeting.
In addition to this, the cabinet gave approval for much awaited decision of constructing one modern abattoir in Nagrota Jammu and approval of funds for construction of a barrage over Tawi river.
The Cabinet approved placement of 6 In charge Superintendent Engineers as I/C Chief Engineers. These include Manzoor Ahmad Salroo, Ajay Gupta, Syed Fayuz-ur-Rahman, Khurshid Ahmad Untoo, Shiekh Gul Ayaz and Mohammad Qasim.
Consequent upon these placements, Manzoor Ahmad Salroo has been posted as I/C Chief Engineer, EM &RE Kashmir.
Ajay Gupta has been posted as I/C Chief Engineer Generation Wing, JK PDC, Jammu. Syed Fayuz-ur-Rahman has been posted as I/C Chief Engineer, Planning and Design Wing, J&K. Khurshid Ahmad Untoo has been posted as I/C Chief Engineer, Commercial and Survey Wing.Sheikh Gul Ayaz has been posted as I/C Chief Engineer, Systems and Operation Wing, Kashmir.
Mohammad Qasim has been posted as I/C Chief Engineer EM & RE, Jammu.
The cabinet also approved use of 3.75 hectares of forest land for setting up of modern abattoir at Jagti Nagrota in Jammu by Jammu Municipal Corporation.
The cabinet also approved notification of 35 installments of COLA due from 1st January, 2009 to 31st December, 2009 and 31 installments due from 1st January, 2010 to 30th April, 2010 for the employees of State PSUs.
In other routine decisions, the cabinet also approved conversion of COLA into DA w.e.f 1st July 2010 at the rates applicable to State Government Employees as on date.
The transfers and postings in the administration were also approved by the cabinet today.
Gazzanfar Hussain, Secretary Information Commission has been transferred and posted as Special Secretary, Agriculture Production Department, vice Shafiq Ahmad Raina.

Dr. G.N. Qasba Director, Bureau of Public Enterprises, Finance Department has been transferred and posted as Director SKICC relieving Managing Director, J&K Cable Car Corporation from additional charge of the post.
Sheikh Niaz Ahmed, General Manager J&K SFC, has been transferred and posted as I/C Managing Director, J&K Agro Industries Development Corporation against an available vacancy.
In yet another significant decision, the Cabinet also approved draft transfer policy aimed at making transfers rational, transparent and supportive of good governance. It inter-alia envisages calendar for transfers, tenures and delegation of powers.
Establishment of Bangus Lolab Development Authority was also given clearance in the cabinet meeting today.
In one of important decisions which can ensure cohesiveness and coordination in the government, particularly between the allies within the government,the Cabinet also decided to meet on every Tuesday at 10 a.m. In case any Tuesday is public holiday, the meeting will be held on the following day.
The cabinet also approved promotion of 14 officers of Legal Service and 9 officers of Accounts Service.
In a Jammu specific decision, the construction of auto-mechanically operated gated barrage having approximately length of 370 meters and height of 4 meters with sluice gates across river Tawi at an estimated cost of Rs 70 crore was approved by the cabinet today.
The cabinet also approved promotion of Jagdish Keshwan PCCF to the apex fixed scale of Rs 80,000 and promotion of Vinod Ranjan, IFS as additional PCCF.
