Govt to provide healing touch to affected people | | | EARLY TIMES REPORT Jammu,July 28 : The National Conference led Government has embarked on a programme aimed at giving a healing touch to the people in the Kashmir valley who had been enraged over the death of 17 youths in the firing opened by the security forces. After ordering setting up a judicial commission for probing into the circumstances that led to the death of 17 youths in the police firing since June 11, the Government plans to review the cases of each political leader, including the separatists, who have been detained under the PSA. Official sources confirmed that the members of the state cabinet were in favour of setting free some of the senior separatist leaders besides the president and members of the Kashmir Bar Association. However, the ruling coalition members believe that after setting up the judicial commission, release of the separatist leaders and those stone pelters who had been misguided but were innocent could generate an atmosphere which could be concise for the resumption of Delhi-separatists talks. Sources said that after the decision to provide one job to the kin of those who were killed in police firing or Rs five lakhs as ex-gratia the state Government, with the help of the financial assistance from the centre, plans to formulate a job package for the wards of the needy families who could not be not otherwise be considered for employment under the already existent employment policy formulated on December 5. In reply to a question, the official sources said that the centre was seriously considering the state Government's plea for repealing or amending the Armed Forces (special Power) Act (AFSPA) which is considered by the separatists and the people as a red rag to the bull. Chief Minister, Omar Abdullah, has already taken up this issue with the Prime Minister and the Union Home Minister. Omar Abdullah is also trying to persuade the centre to withdraw troops from within some civilians areas. However, senior police functionaries were not sure whether the programme of giving healing touch to the wounded psyche of the people in Kashmir would evoke positive response. A couple of police officers stated that the agencies across the border and the separatists had managed to build a sort of hysteria over the ongoing shudowns and street protests and not many would respond positively to the much needed steps from the Government. They, however, stated that the plan on the healing touch will at least create a better image for the Chief Minister, Omar Abdullah and the Government.
