JMC-Traffic cops clash halts life in city

JAMMU, July 28: Lack of coordination among two government agencies viz Jammu Municipal Corporation (JMC) and Traffic police led to a chaotic situation in ever busy Kachi Chawni area as the vehicular movement remained disrupted there for about five hours.
All hell broke loose at Kachi Chawni after one of the traffic cops today allegedly slapped an employee of JMC and seized an official vehicle during anti- encroachment drive of the civic body.
The trouble erupted at around 11:30 in the morning when a team of JMC led by Chief Enforcement Officer was busy conducting the drive.
As the enforcement team was proceeding with their job, they seized one of the make shift traffic booths displaying advertisements and bill boards in the process which was objected by the traffic cops.
Suddenly, a verbal spat between JMC team and traffic police personnel broke out which ultimately led to manhandling of one of the JMC employees by traffic policemen.
“We are duty bound to check erection of any kind of illegal hoarding in the city. There was a big hoarding hanging on traffic booth and the department might be charging from the advertisers for the space. We seized the traffic booth as the hoarding was carried on it illegally,” Media Officer, JMC said.
He further claimed that the traffic cops allegedly slapped one of the JMC employees and used abusive language. “The traffic cops misbehaved with our employee and even slapped him. In a fit of anger, they also seized our vehicle carrying hoardings and traffic booth. We were performing our civic duty and the action of traffic cops was completely unethical and illegal,” he said.
He asked, “If we did not take action against the offenders raising illegal hoardings and bill boards, who will pay to the corporation?”
An eyewitness told, “The verbal duel between JMC employees and traffic cops followed by blockades of civic body vehicles led to complete chaos in the entire area and the traffic remained disrupted with commuters and passengers particularly school children facing tough time. Business establishments in the area also bore the brunt of the JMC-Traffic police clash as customers could not reach the area due to road blockade.”
He further said, “As soon as the employees of enforcement wing removed the hoarding from the traffic booth, they were prevented by the traffic cops. The traffic cops challaned the JMC vehicle (JK02AB-3623). It irked the JMC employees and they informed their higher officials about the incident.”
“A convey of 10 to 15 JMC vehicles rushed to the spot and they blocked the ever busy Kachi Chawni road at about 11:45 am leading to disruption in traffic movement,” he maintained.
The JMC employees remained adamant for release of seized vehicles while traffic cops repeatedly denied releasing the challaned vehicle.
Superintendent of Police (SP) City, Randeep Kumar and Dy SP (Traffic) Mandeep Kour rushed to the spot and tried to pacify the agitated JMC employees.
After the intervention of senior police officials, the traffic cops released JMC vehicle while the protesting employees lifted their blockade at about 4:30 p.m.
The action of traffic cops was condemned by former Mayor Narinder Singh and ex-councilors, Sanjay Mahey and Zaffar Javed Ahmed.
“The traffic department is not a commercial body. Its duty is to regulate vehicles movement in the city and not to make money by displaying advertisements on its booths. The installation of hoardings of different companies was a corrupt practice being followed by the department and the cops should mend their ways,” furious Narinder Singh said.
